A St. John's dean fired for stealing $1 million also got free labor -
forcing scholarship students to cook, clean, babysit and take out the
garbage, the feds said.
Cecilia Chang, 57, was arrested Thursday and charged with turning scholars
into indentured servants who were bullied and berated.
For nearly 20 years, Chang was dean of the university's Center of Asian
Studies - and used it as her personal piggy bank, prosecutors charged.
She had the authority to grant up to 15 scholarships each year to students,
many from overseas. The recipients were "expected to perform duties assigned
by [Chang] for a period of twenty hours per week," FBI agent Kenneth Hosey
said in an affidavit.
Officials at the Queens campus thought the students would be doing work
connected to the Asian Studies Program.
Instead, Chang had them slave away at her palatial home in Jamaica Estates -
washing clothes, shoveling the snow, and chauffering her son, prosecutors
said.
One student told investigators that "Chang's son treated [her] badly, often
yelling and cursing... calling [her]stupid and complaining about the food,"
Hosey said.
Another student had to drive up to Foxwoods Casino and deliver cash to Chang
for gambling, court papers say.
At least four students were interviewed by the feds.
Chang, who surrendered yesterday with her lawyer, was hit with forced labor
and bribery charges that could send her to prison for 10 years.
In a statement St. John's called the allegations "shocking and in complete
violation of all this unversity stands for."
Last month, Chang was indicted on state charges she stole $1 million from St
. John's to pay for casino trips, lingerie from Victoria's Secret and her
son's law school tuition.
Before her latest arrest, she allegedly told a university lawyer she was
moving to Taiwan.
"She'putting her skates on and getting ready to go," Assistant Brooklyn U.S.
Attorney Charles Kleinberg told the court, arguing against bail.
Defense lawyer Ronald Rubinstein said Chang was a top fundraiser and
entertained donors at her home. "Cooking a meal doesn't sound like work-
study but wait for the trial, I'm not going to give away the defense," he
