波多黎各97年就公投过,通过了动议是不独立,不加入美国,维持美国领地的地位.
这样一样,
波多黎各公民可以享受美国的福利美国的保护,但是不用给美国纳税.

一般来说,公民不给美国缴税,就是指不缴个人所得税income tax.
你炒股票买卖房子的税,无论是不是美国人，都要交。
企业税，你注册了，也要交。离岸的,有漏洞可以钻。
那30几亿，基本上都应该是增值税，和营业税消费税，payroll tax等等。
去vi你连消费税都不要了。

SS这玩艺,连f1学生都要交。没啥希奇的。反正也是将来发还给你的补助。

税有各种各样。“税”这个概念，你要么单指狭义上的个人所得税，
要么指广义上的综合税负。不管是狭义还是广义，底线是consistent
结果呢？是不是consistent呢？我们看
谈国内，霉奴们喜欢把增值税企业税流通税营业税各种各样的税都扯上，
然后得出一个“天朝税负天下第一”的结论。
现在谈PR时，涉及“税”这个概念，霉奴们不但把企业税营业税给抹去了，
即使连个人的税都去掉了SS和Medicare
这样的双重标准，天下无敌啊！
所以你这个“大家”，把霉奴给忽略了，霉奴们一定不会放过你的。
这里没人谈企业税，只谈个人上交给联邦的SS, medicare
不好意思耶，大部分F1学生属于non resident，不交SS
且不说现在霉国政府赤字连连，债台高筑
单说一般情况，交不满10年一分钱没有，没有绿卡也没钱，限制多了....
IRS自己说“Social Security”其实是一种"Tax"，而不是“补助”

sales tax是州税，州税归本州财政，和联邦一点关系也没有。
