未进入21世纪
日前，各国2012年GDP增速纷纷揭晓。中国在2012的经济增长率为7.8%，而印度则为5.3
%。为此，美国《纽约时报》于1月20日发表文章，将中国与印度的经济增速与其它各方
面进行对比，认为在与中国的竞赛中，印度成为输家。因此中国已全速跃进21世纪，而
印度仍然朝着21世纪蹒跚而行。甚至，在本世纪中叶，印度发展速度将超越中国的预言
也不可能实现。
文章认为，印度与中国之间的差距不仅体现在数据之上，而且还体现在发展节奏之上。
对比中印两国的制造业、商业及基础设施建设，与全力发展大规模制造业的中国相比，
印度更像是一个“店小二民族”。虽然印度在商业方面也取得明显的进步，如印度班加
罗尔及其它地方建立起了客户中心。但在全球制造业竞争方面，印度并没有得到相应的
份额。
《纽约时报》：印度仍然朝着21世纪蹒跚而行
如今，在数年的飞速增长之后，中国的人均GDP是印度的两倍之多。而中国在2012年的
经济增长率为7.8%，而印度只有5.3%。中国的投资增长速度占GDP的比重达48%，高出印
度的36%。
印度首都孟买新建的金融区——孟买国际展览中心，看起来十分老旧，很难与中国光芒
四射的浦东新国际展览中心相匹敌。
此外，中国有16条地铁线而印度只有5条。在中国修建通往西藏的超级高速公路之时，
印度司机只能在崎岖不平的路上颠簸，而且路上还是汽车与动物并行的景象。
孟买鸟瞰
《纽约时报》文章指出，摩根斯坦利投资公司曾在2010年预测，在本世纪中叶印度的发
展速度将超过中国。然而，这一说法并不可信。一方面，印度很多年轻人并无任何技能
，他们或以从事小生意为生或者处于失业状态。另一方面，尽管印度自1991年开始实行
了改革，但很多方面仍需变革。腐败、低效、有限的商业实践及劳动法，这些都是印度
所迫切需要解决的问题。 |

It is wrong to compare China with India as China is ethnically uniform but
India is a loose Federal Union of disparate states with different
ethnicities, languages and cultures.Indeed for many years balkanization of
India was considered to be a real threat.
If India is to be compared it should be compared with the European Union and
not China. Indeed like the European Union it has it's own very special
problems which makes comparison with China erroneous.
Many analysts make the mistake of comparing India with China because of an
unfamiliarity with the political structure and the history of the
integration of disparate States into a Federal Union. That India has
survived and made itself a player on the world stage is in itself a miracle .
The future must be towards a greater decentralization and empowerment of the
federating units recreating a sort of "European Union" in Asia which of
course would be very different from a monolithic Nation like China.

every societal flaw. Take for example the recent gang-rape case in Delhi.
Would protests on such mass scale be tolerated in China?

and you see that neither matter. China has left India in the dust a long
time ago. We wish it weren't so, but until Indians look within, it won't

For every problem China faces that you mention in your comment, India
suffers from the same, only worse. A corrupt elite? India's corruption is
worse, according to Transparency International. Ethnic tension? Sure China
has Uyghur islamists who occasionally resort to terrorism and Tibetan monks
who protest and self-immolate, but that's child's play compared with the
persistent violence in Kashmir and armed rebellion of the Naxalites in India
, not to mention numerous other relatively minor ethnic problems in Assam
and Nagaland. Pollution? Yes China's pollution is bad, but India's is much
worse according to recent data published by the WHO (with Ludhiana ranked as
the most polluted in the world), even though it's far less industrialized
than China. Nationalism? China's long-running animosity against Japan
sometimes flares up, but that pales in comparison with the constant state of
semi-warfare between India and Pakistan, with an Indian soldier killed and
beheaded by Pakistanis only a few days ago. I find it really difficult to
understand why you consider India's "tolerance for conflict" its "big ace".
In order for a society to progress, conflicts need to be resolved, not
tolerated.
