Both NSA and CIA are government agencies. Public has a genuine interest
to know the scope and scale of their surveillance upon American people.

Snowden already provided evidence that NSA had been hiding key
information from the Senate, even after having been requested repeatedly.
He should be qualified under whistle-blower protection by law.
