历史的经验已经证明，凡是只要把中国排除在外的，到最后中国都会在那一方面自主做
强。
二十年前的欧盟的伽利略系统，排除中国，直接导致了中国自行的北斗计划。
航天合作，排除中国，结果中国的航天事业突飞猛进。
还有人工热核聚变反应堆、等等。。。
相反，当年凡是和中国积极合作的，中国到现在还不能自主（比如汽车、飞机、直升飞
机等等）。
