9:50 p.m. update: Georgetown police have just issued a press release saying
Guo Xing Chen is not connected to the security breach at Target.
“While it was initially suspected that Guo Xing Chen’s activities could
have somehow been connected to the larger Target credit breach, at this time
there is no indication where he obtained the fraudulent card information,”
said the statement, issued by Capt. Roland Waits, spokesman for the
Georgetown Police Department. “It is not believed he was responsible for
the initiation of the breach at Target.”
Police said Chen and an unidentified man used stolen or fraudulent credit
cards to buy items at a Target in Georgetown in December.
8:10 p.m. update: Georgetown police say Guo Xing Chen was never released
from the Williamson County Jail after his initial arrest Dec. 12.
One of the charges he is being held on includes a fraudulent use of credit
card charge from Washington County, Arkansas, said Roland Waits, a spokesman
for the Georgetown Police Department. Waits said Chen is also being held on
an immigration charge.
Earlier: Authorities believe a man arrested by Georgetown police has a
connection to the Target security breach involving 70 million customers.
Police arrested Guo Xing Chen in December for using fraudulent credit cards
at a Target store in Georgetown, said Roland Waits, a spokesman for the
Georgetown Police Department.
Waits said Target believes Chen “has something to do” with the massive
security breach several months ago. Details about how Chen was connected to
the breach were not available Wednesday.
Georgetown police arrested him Dec. 12 and charged him with fraudulent use
of identifying information and also with being a fugitive from justice,
according to court documents. Chen, who was listed as a resident of Houston,
was charged again by Georgetown Police on Monday and charged with credit
card abuse and fraudulent use of identifying information, court records said.
He was being held Wednesday in the Williamson County Jail with bail set at $
