Fleeing the Party: Anxieties Laid Bare in China Emigration Dispute

Beijing anxieties about emigration extend beyond the family members of so-
called “naked officials.”
It’s also increasingly sensitive about reports of sizable numbers of
Chinese citizens deciding to leave the country – a sign to some that,
despite the notable success the Communist Party has had in growing the
economy and giving the country a higher international profile, there are
those in China itself who doubt its staying power.
Controversy has erupted in the party media over a study published in January
by the Center for China & Globalization, a Chinese government-affiliated
think tank, that appeared to put the number of Chinese seeking residency
overseas last year at over nine million.
Some of these aspirants were the usual set of wealthy emigrants using
investment programs to qualify for citizenship. But an increasing number of
middle-income Chinese were also looking to depart the country—apparently
unconvinced that China’s accomplishments are sufficient enough to deter
them from seeking what they see as better conditions abroad.
Those findings have to be dispiriting for a leadership that has sought to
connect love for the nation with allegiance to Party authority through an
ongoing campaign to celebrate what it calls the “China Dream.” Apparently
for many Chinese, there’s more and better hope to be found overseas.
And there’s been understandable angst from Party cadres who have complained
privately about the loyalty of the newly affluent in China. Officials have
wondered what else needs to be done to stop talent from departing,
especially in the midst of China’s ongoing labor pressures.
After months of silence on the issue, the Party media has struck back.
In a section of the newspaper normally reserved for attacks on rumor-
mongering, Thursday’s edition of the Party mouthpiece People’s Daily
criticized the emigration report as “misleading the public.”
According to the People’s Daily review (which was reprinted elsewhere in
the state-run media), the numbers cited by the study did not distinguish
between those Chinese citizens who were visiting countries for various
reasons and those who were actually intent on settling in those countries.
Moreover, according to both the account in People’s Daily (and a statement
by Deng Ying, assistant to the chief author of the study, Wang Huiyao), the
figure of 9.35 million Chinese seeking residency abroad was a cumulative
number over time, and not for the single 2013-2013 period.
“In fact, over the past three years,” the critique in People’s Daily
argued, “the average annual emigration, [given] China’s total population
and the proportion of foreign immigrants in the world, has been low.”
“There is no such thing as ‘massive talent escape’,” the paper quoted an
unnamed “high official” as saying.
On Friday, State-run media continued the assault on the report, with one
article insisting that the figure included students, overseas staff, and
even those Chinese born abroad whose parents were only stationed there for a
brief period.
While there may be a lack of clarity on just how many Chinese citizens are
fleeing the country, the debate over the numbers shines a spotlight on an
important concern for the Party.
Developing and retaining better people is fast-becoming a major part of
President Xi Jinping’s agenda. On Friday, party media ran an extended
analysis of that challenge, highlighting Xi’s declaration that for China to
innovate and realize its strategic ambitions, it must, “cultivate
outstanding talent, attract talent and make good use of existing talent.”
The Party’s role in and relevancy to a Chinese society that is racing ahead
will depend in part on convincing its citizens that the Xi leadership is
interested in the sort of real change that’s worth sticking around for. So
it’s embarrassing to have a government-authorized report out there—
accurate or not–showing that in the first year of Xi’s tenure as Chinese
leader, many saw so little chance for meaningful change that they went ahead
with plans to seek other options abroad.
Unfortunately, beating up on bad numbers does nothing to address the reasons
why at least some of China’s best and brightest are leaving. And it can
only be discouraging for those inside the government and outside who want
real reform to see the same old mechanisms of murdering the message still at
work.
