Seoul: China's new ambassador to North Korea has been frozen out in an
unprecedented snub that underscores deteriorating relations between the
rogue state and its principal ally and threatens further destabilisation in
one of Asia's security flashpoints.
As Australian Foreign Minister Julie Bishop visited the region this week
amid a sharp uptick in Pyongyang's sabre-rattling, Fairfax Media has been
told that South Korea believes the treatment of the Chinese envoy is highly
significant.
Sources in Seoul said the ambassador, Li Jinjun, had still not had his
diplomatic credentials accepted by Pyongyang despite arriving nearly three
months ago. Nor had he met with North Korean dictator Kim Jong-un.

A source described the freezing-out as "unprecedented" and further evidence
of Mr Kim's "unpredictable behaviour".

The cooling in relations with its only ally of any importance leaves
Pyongyang, which commits grave human rights violations and is pursuing a
nuclear weapons program in defiance of UN resolutions and stiff
international sanctions, ever more isolated.
But it could also destabilise the Korean Peninsula, since Beijing is
regarded as traditionally having had a restraining effect on the hermit-like
and erratic Kim regime.

During its stint as a temporary member of the UN Security Council, Australia
authored and helped pass a resolution to put North Korea's human rights
violations on the council's agenda for the first time. The resolution was
based partly on the shocking findings of an international commission of
inquiry headed by former Australian High Court judge Michael Kirby.
After meeting with her South Korean counterpart Yun Byung-se on Thursday, Ms
Bishop said North Korea's behaviour had been a key point in the talks.
"We will continue to work with [South] Korea, the United States, Japan,
China and others to ensure that any possibility for dialogue is pursued, for
the last thing that our region needs is that ongoing instability that
emanates from North Korea that is not only a regional risk but also a global
security risk," Ms Bishop said.
In the last fortnight, Mr Kim's regime has claimed to have made progress on
its program to develop nuclear weapons, including test-launching a ballistic
missile from a submarine and miniaturising a nuclear warhead that can fit
on such a missile.
Scott Snyder, a Korea expert at the US-based Council on Foreign Relations,
said the best way to describe the current North Korean leadership was "
impulsive".
"The implications are that no one has leverage and there is no external
restraint on [North Korea's] behaviour. This circumstance would be
particularly worrisome and challenging if there is either internal
instability or conflict involving North Korea," he said.
Mr Kim has also been purging some of the top figures in his government. Some
reports say he recently had his top defence official executed with anti-
aircraft guns.
The potential for Pyongyang to spark tensions in the region is highlighted
by significant recent shifts by major players.
The US and Japan have recently amended their bilateral defence guidelines
which would allow Japan to go further afield in the event of conflict in the
region. This has sparked concern in Seoul because it raises the possibility
of Japanese troops entering South Korea in the event of war with North
Korea – an acute sensitivity given Japan occupied the Korean Peninsula
until 1945.
And Washington is eager to station a missile defence system in South Korea
but this is causing internal political division in Seoul, in part because it
would upset Beijing, which fears the system could be used against it. |
