While the Fed may be impotent against a supply-side shock like the
coronavirus, there is also a chance that a rate cut during a pandemic could
actually do more harm than good.
For one thing, cutting rates during a stock market sell-off and a crisis of
confidence could send a signal to investors and consumers that things are
going to get worse. As Minerd told Bloomberg TV, the Fed would want to "try
to avoid sending a signal that stirs further fears" in the event of a rate
cut.
