Officials Look to Restore Order After Nights of Riots
Governors called in the National Guard, mayors extended curfews and the
president planned to designate Antifa as a terrorist organization
MINNEAPOLIS—As U.S. cities awoke Sunday to a landscape scarred by a weekend
of protests and riots, officials began to reckon with the toll: looted
stores, injured officers and demonstrators and hundreds of arrests.
Officials moved to restore order. Governors called in the National Guard,
mayors extended curfews for a third night in some cities and President Trump
said he would designate Antifa as a terrorist organization.
In Minneapolis, where the protesting began Tuesday over the death of George
Floyd while in police custody, officials said Sunday that they had made
strides in curbing lawlessness.
The state’s National Guard and local police moved quickly to disperse and
arrest rioters before they could successfully organize, officials said.
“Our goal was accomplished,” said Col. Matt Langer of the Minnesota State
Patrol. “Fires were not set. We didn’t see the lawlessness, the risk to
personal safety. Property destruction was stemmed.”
While many protests began peacefully, cities continued to see looting and
destruction, as officials tried to determine whether outside extremist
groups were using the opportunity to foment unrest.
President Trump’s plan to label Antifa a terrorist organization came on
Twitter Sunday. He has attributed violence in Minneapolis to Antifa-led
leftist radicals. Antifa isn’t an organization per se but a loose
affiliation of far-left groups and individuals who unite around a
willingness to confront, sometimes violently, anyone they perceive to be an
agent of racism, anti-Semitism or fascism.
The White House declined to elaborate.
“The violence instigated and carried out by Antifa and other similar groups
in connection with the rioting is domestic terrorism and will be treated
accordingly,” Attorney General William Barr said in a statement Sunday. He
said the 56 regional FBI Joint Terrorism Task Forces would coordinate with
state and local law enforcement to indentify criminal organizers and
instigators.

The National Guard said Sunday that approximately 5,000 of its personnel
were activated in 15 states and Washington, D.C., with another 2,000
prepared to activate if needed. These personnel are trained to assist law-
enforcement authorities with protecting lives and property in each location,
the National Guard said, adding that state and local law-enforcement
agencies remain responsible for security.
Minnesota Gov. Tim Walz said he was extending an 8 p.m. curfew and closing
major highways in the Twin Cities area. About 55 people were arrested
Saturday night in Minneapolis and St. Paul.
St. Paul Mayor Melvin Carter chastised people who damaged pharmacies,
grocery stores and local businesses during the coronavirus pandemic and the
resulting economic crisis.
“I am not asking you to sit to the side and patiently wait while we slowly
and incrementally stem the bloody tide of African-American men killed by law
enforcement,” Mr. Carter said, asking that protesters take their energy
and anger for betterment and not destruction.
Around 20% of people arrested during the daytime Saturday were from outside
the state, said John Harrington of the Minnesota Department of Public Safety
. Mr. Harrington added that a number of arrests made on Saturday were for
weapons violations, including one that resulted in the confiscation of an AR
-15 rifle.
He added that police had stopped cars without license plates that had been
stolen. After the occupants fled, with some getting apprehended, officers
said rocks and other weapons were found inside the car.
Gov. Walz, addressing his earlier claim that most of the agitators came from
outside the state, said, “I just think candidly, I certainly think I want
to believe it’s outside more, and that might go to the problem we have of
saying, ‘Can’t be Minnesotans, can’t be Minnesotans who did this.”
“The idea of saying they’re outside forces is not to deflect and pretend
we don’t have that,” Mr. Walz said. Conflicting information is leading to
confusion over how many rioters are outside agitators, he said.
On Sunday morning, Minneapolis public works had closed down Nicollet Avenue
around the Fifth Precinct Station and was hosing down the street and doing
other cleanup, including moving debris into piles with bulldozers. Citizens
were out helping pick up abandoned water bottles and other debris in the
parking lot of a nearby Kmart as smoke rose from a burned business, Atlas
Staffing. Barricades and barbed wire remained around the precinct.
The riots—which are now the most widespread in the U.S. in decades—come as
the country is already deep in crisis. The spread of the new coronavirus
has killed more than 100,000 people this year, and prompted states around
the country to order businesses to close. More than 40 million U.S. workers
have filed jobless claims since mid-March.

The protests began after Mr. Floyd, who is black, died Monday following an
encounter with police in Minneapolis in which one officer, Derek Chauvin,
was seen on videos pressing his knee on Mr. Floyd’s neck while Mr. Floyd
was pleading for help.
On Friday, Mr. Chauvin, who is white, was charged with third-degree murder
and manslaughter, after days of calls by civil-rights leaders and others for
Mr. Chauvin to be arrested and prosecuted.
Hundreds of people have been arrested across the country, as rioters torched
cars and buildings, screamed and hurled fireworks and other things at
police.
In Chicago, 240 people were arrested and one person was shot and killed
during rioting downtown, officials said. The Denver Police Department said
at least 83 people were arrested on Saturday night.
New York City Police Department officials said Sunday morning more than 340
people were arrested in protests across the city on Saturday and 208 people
had been arrested Friday. The officials said 47 police vehicles were
vandalized in Saturday’s demonstrations, including a number of vehicles
that were set on fire, and 33 NYPD officers were injured.
Mayors in Chicago and Atlanta said they were extending curfews.
People in cities across the U.S. shared videos on social media of police and
demonstrators clashing. In Brooklyn, a police SUV drove into a group of
protesters, who were throwing things at them, according to a video verified
by Storyful.
New York Gov. Andrew Cuomo said Sunday he will ask the state’s attorney
general to review the “actions and procedures that were used” by the
police during the protests over the weekend.

In Philadelphia, video posted to social media showed police officers hitting
protesters with batons, according to footage verified by Storyful. In
Washington, D.C.; Omaha, Neb., and Columbus, Ohio, police sprayed protesters
with tear gas, according to local news reports.
In Minnesota, Mr. Walz said what began as peaceful gatherings early in the
week to express justified outrage over the killing of Mr. Floyd had turned
into destruction fomented by ideological extremists, who wanted to
destabilize the city and undermine civil society.
“Last night was a mockery of pretending this is about George Floyd’s death
or inequities or historical traumas to our communities of color,” said Mr.
Walz on Saturday.
Meanwhile, Mr. Barr said Saturday that, in some cities, it appeared the
violence was being planned and organized by “anarchic and far-left
extremists, using Antifa-like tactics,” and that the Justice Department
would prosecute those who cross state lines to riot. Mr. Barr has promised a
robust federal investigation into Mr. Floyd’s death.
Brian Levin, a former New York City police officer and now director of the
Center for the Study of Hate and Extremism at California State University,
San Bernardino, said it was too early to tell exactly who was behind the
violence, which would likely become clearer once police had processed those
arrested.
“We’re going to see a diversity of fringe malefactors,” Mr. Levin said.
“We know for a fact there have been far-right agitators both online and at
these rallies, as well as far-left.”
Mr. Levin said the confluence of factors, including the coming election and
the pandemic, had fomented a volatile environment, where an incident such as
Mr. Floyd’s death’s becomes more likely to spark widespread unrest.
Speaking in Florida on Saturday, President Trump called Mr. Floyd’s death a
“grave tragedy” and acknowledged that Americans are upset.
“I understand the pain that people are feeling,” he said. “We support the
right of peaceful protesters and we hear their pleas. But what we are now
seeing on the streets of our cities has nothing to do with justice or peace.
