request initialized for other institute.
Paypal is wired thing because it is not a bank or CU, they also provide
service.
ING is not so wired, ING is a bank, but it does not provide Checking account.
Routing number is not just for checking, it is a ID for the bank. All ACH ING
allowed should be initialized by ING, thus, even if you linked a checking
account to ING (e.g. Citi), You may not initialize ACH from Citi, you ne | C********r

initialized from employer, goverment, etc.
In eTrade and ING example, it is eTrade does not verify carefully who actually
ACH money to them. So, you can use ING, eTade treat, ING's ACH as DD. Other
Banks, like charterone and presidential, their requirement is more strict.
They need a true DD, not just a ACH.
For ING's verification, ING wants to know the account is belong to you, so
