so basically, the application was not even accepted and processed based on
some criteria.
It's the decline based on system criteria instead of the decision made from
checking your credit profile.
for example, some cc company has rules no 2 cards within xx days. So the 2nd
application will be declined by system automatically without any HP

that cc company afterwards"?
if so, i dont think it's the case. While not excluding the possibility it
might increase the chance of being targeted, I personally don't find an
association between being declined for a cc from a certain cc company and
getting a targeted offer from that cc company in the future, combining with
others' experience
