很简单的一件事情, 我在国内的一个案子,法院一审判决下来我胜诉. 对方上诉. 当初
我只是给了我的律师一审的委托权,所以现在要给他们上诉和执行的委托权.
那么搞个授权委托书就是了,结果昨天去了领事馆, 说不行, 要看我和律师的email通信
. 我问为什么? notarization只是证明我在这个委托书上签字而已, 其他什么也没有,
所以没有必要看其他的东东阿. 回答说不行, 一定要看.
今天把email打印出来又去了. 窗口的人说可以了. 过了一个小时窗口的人说上面的人
看了不同意. 我说,那么上面的人到底要什么文件才能同意? 窗口的人说不知道, 她也
不负责传递这种信息, 要我打电话给不同意的人.
结果我每分钟一个电话,从11点半到1点半, 一直打了两个小时才找到那个人.
那个人说,她必须看到上诉状的复印件. 我说, 我的律师没有权力替我接上诉的案子,
所以拿不到那个上诉状. 我的律师必须拿到我的经过公证的授权书才能看到那个上诉状
. 现在你要我拿上诉状的复印件才能给我公证的授权书不就是先有蛋还是先有鸡的问
题了嘛?

那么你拿一审判决书给我们看好了．
我说一审判决书和上诉授权完全没有关系阿．（因为理论上我应对上诉是可以找其他的律师的，所以
一审是什么情况完全没有关系）

哦， 那么你晚上再打,反正你拿到后传真给我们看了觉得没问题后,你再来办.

不负责同时传递其他信息就是为什么不同意，还需要什么什么文件才行．那我不是两眼
一抹黑，不知道怎么办了嘛？
而且每次过去我都是向老板请假，已经请了两天了还没有搞定．明天还要对老板说后面
还要请一天假．

Consulate changed the rules for how to get the visa to China. Starting from July this year, consulate will not provide paper forms for visa application on site and people need to get to the consulate's website to download the form ahead of time. They don't provide people with a grace period in providing both ways for few months for a smooth cutting-over. When attempted to ask, I was stopped by two black security guards and never able to talk to staff member at consulate. So my first trip was wasted by this.
A week later, I got to the website and found the form. But this form was in .PDF format (Adobe). This online form can NOT be edited on site or off site after you get it downloaded. I had to download the blank form and filled it with pen by hand. To be safe, I have attempted to call the consulate to confirm. But their call in number only gets you the voice answering loop and you won't be able to talk to anyone live. Again after got to consulate second time, they told me the form can't be filled by hand and has to be to be computer typed and printed. This was my second trip.
I was so frustrated and angry that I'm about to give-up this China trip. The meeting organizer has been asking for the trip confirmation and I'm still holding up on the decision since I haven't figured how to do this form yet. |

》。现将新版签证申请表使用要求通知如下：
一、自2011年7月19日起，前往总领馆申请中国签证，须提交在电脑上完整填写并打印
的2011版《中华人民共和国签证申请表》（点击下载）。可参照《中华人民共和国签证
申请表填写说明》（点击查看）填写。
二、仅接受从总领馆网站上下载并标明“中国驻纽约总领馆2011年6月制”的《中华人
民共和国签证申请表》。
三、届时，任何其它版本签证申请表（如Q-2007版签证申请表）、手写签证申请表、填
写不完整签证申请表、经涂改的签证申请表恕不予办理。
四、签证大厅不再提供空白签证申请表。请申请人提前按要求做好办证准备。
五、公证、认证、香港入境许可及香港签证、中国护照/旅行证、健在证明申请表及填
表要求不变。

1. NY确实给了近一个月的缓冲期，而休斯顿只有不到一个星期，该知足了。其实缓冲
期再长也没有用，大家都不会天天去看。只要填表时看看最新规定就行了。
2. PDF你没法打印肯定首先要考虑的是自己的计算机问题。领馆的表这么多人用，有问
题会很快发现的。请朋友帮忙一下可能问题就解决了。
3. 你自己时间这么宝贵，就应该化小钱找专业代理而不是自己花大钱（时间成本）去
找气受。

，而且一般与领馆都有内部的沟通渠道。

体系,其含义都不一样,因此程序上也不同,可查 google wiki.中国采取什么法律定义不
清楚,但和美国不同并不奇怪.美国是 common law 下的 notary public,只简单保正文
件签字是真的,所以手续也最简单. |

这个文件上签字了, 这个和美国的是一样的. Notarization不保证你签的东东是正确的
,只是证明是你这个人签字了而已.

记得所有其他领事馆如果你文件有问题,都是叫你进去说什么什么地方有问题. 从来没
有什么直接reject但不说理由的.

确认你是签名的人，至于授权给谁，什么事，根本与他们无关。
我觉得好多机构的最大问题就是对业务不熟，对人也不够尊重，导致一件是不同的人就
有不同的办法，你这次比较倒霉而已。 |

有私人产权证）强行收回，家具扔到大街上。我委托律师打官司。去休斯顿领事馆办委
托书，那个女领事官员，说什么，你出国了，房子就应该交回。拖着不给办。我说该不
该交回，得由法官说了算啊，所以我才委托打官司啊。从上午，磨到下午，磨叽一整天
，还好，办成了。不过一审和二审官司全舒了。单位是国家事业单位，法官是保护权势
利益的。法庭上，法官公然对我的亲属冷笑道，没什么法不法的，人去了美国，就要交
房。原来单位去了房产局，没有经过我同意，把我的产权证换成领导个人的了。理由是
，该职工去美国深造，是人才，回来后给更大的房子。建设部的法律明文写着，产权过
户需要三方在场。更搞笑的是，我去google搜索我和爱人的名字，还搜出了法院判决书
，作为经典案例。
那印着红红的“私有财产受法律保护”几个大字的产权证，就是一张废纸。所以这里讨
论该不该回国“发展”的人，醒醒吧。除非你父母是大官。否则别回。你父母即使是大
官，说不定那天还被犹豫死了呢。一切都没保障，包括官位。 |

我排错队了，重又回一号口。两句话打发回来，又准备一大堆文件，再去一趟才办成！

two years' multiple entry visa to chinese american. Only 纽约领事馆 granted
one year. Obviously, they want to make more money. However, one of my
friends is a community leader and he got two years' visa. so 纽约领事馆
greanted two years' visa to people they know and maybe corruptions here.

online but I have done this several times in the past few months (for me and
my family members) and there wasn't any problem at all.
trips to China New York Consulate. All good memories and country images
about China were tarnished and wiped out by the way Chinese government
agency treating people.
from July this year, consulate will not provide paper forms for visa
application on site and people need to get to the consulate's website to
download the form ahead of time. They don't provide people with a grace
period in providing both ways for few months for a smooth cutting-over.
When attempted to ask, I was stopped by two black security guards and never
able to talk to staff member at consulate. So my first trip wa: s wasted by
this.

照片我自己弄的，人家说这不符合规定,不过帮我拿去试试,最后也顺利通过了.
不同的人experience不一样吧,我去过多次领事馆,总体上还是很满意的.
感觉总是有些人比较吹毛求疵,总是说美国美国怎么地.
那么喜欢美国,你就成美国公民,别去中国不就行了... |

operation system.
It's a plug-in required by Adobe for it to open a document created with
Chinese characters in it. Only with the plug-in the Chinese characters
would be displayed correctly on the form. It doesn't require you to re-
install your operating system all over again.

了。我表妹想了想，重新排队问能不能传真补材料，遇到另外一个接件的，居然说纽约
的领馆不能受理她的申请，因为她的签证不是纽约领区的。OK.OK，要是护照签证分领
区也就算了，我也真不理解连办理个公证也要分领区，结果我电话表妹说，你再排一遍
队，兴许换一个人就收了。果不其然，第三轮正好又遇到第一个接件的人，给了个传真
号（这点汗一个！因为这个接件的大姐给了一个电话，根本不是领馆的，是领馆附近一
个做成衣的公司的），把件收了，叫传真补材料。 |
