A man is suing the New York Police Department for failing to prevent the
death of his wife, who was killed by a stalker with multiple restraining
orders against him.
Yongwei Guo filed the lawsuit over the death of his wife Qian Wu, who had
taken out six restraining orders against her killer, Huang Chen. Chen had
been stalking Wu, 46, for years, and he was arrested for harassment in 2006
after choking and beating her.
Chen was allegedly harassing Wu because she failed to find him a job through
her Queens employment agency.
After his arrest in 2006, Chen was sent to Texas where he was placed on
supervised release while facing deportation.
He returned to New York and attacked Wu on Jan. 26, 2010, stabbing her
repeatedly and beating her with a hammer. The attack was particularly brutal
, according to the Medical Examiner's report, which said Chen had carved Wu'
s heart and lungs out of her body with a knife.
Chen was arrested and charged with murder, stalking and weapons violations,
but was deemed mentally incompetent to stand trial.
The lawsuit claims that days before her death Wu had attempted to file a
harassment claim against Chen when she learned he had returned to Queens.
Wu was allegedly told by police that she would have to renew her protective
order before the NYPD could apprehend Chen. | p***y
