ELECTED OFFICIALS faced off yesterday over citywide universal
prekindergarten - with a councilman accusing the city of pinching pennies
and the mayor shooting back with accusations of favoritism.
City Councilman John Liu (D-Flushing) called on the city to fork over more
cash for universal prekindergarten seats across the city - as well as to
renew ties to the Red Apple Child Development Center, a nonprofit day-care
provider whose city contracts were yanked three years ago.
"Red Apple schools is by far the largest provider of pre-K in New York City
. . . and yet for three years, it has been left out of the process," Liu
said at a news conference on the steps of Tweed Courthouse in Manhattan, the
headquarters of the Education Department. "It is an unfair situation, and
we ask the chancellor to remedy this situation."
The 500 children and their parents chanted "UPK now!" and hoisted signs
reading "No Child Left Behind." They left hundreds of red apples in two
baskets at the entrance to Tweed.
But city officials fired back that Liu was acting on behalf of a criminal
offender.
"I believe a city councilman has organized a demonstration to get some
business for somebody who is a convicted felon, who had children in an
unsafe environment. I don't know if he went to jail, but he certainly was
guilty," Bloomberg said, referring to the owner of the Red Apple center.
According to documents obtained by the Daily News, The Education Department
terminated contracts with Red Apple in August 2001 because the company's CEO
allegedly tried to bribe a city inspector to ignore a falsified certificate
of occupancy.
Liu refused to discuss the felony, but said "that person's got nothing to do
with Red Apple anymore. Yet the Department of Ed is still shamefully hiding
behind that nonsense in denying these hundreds of children seats."
Schools Chancellor Joel Klein said the Education Department has sufficient
pre-K seats in other schools.
"As to individual vendors, I think we learned long ago that political
pressure is not the solution," he said. "We are going to do what is right
for the kids here."d**********[email protected]
