Launch the iOS Hangouts app.
Choose the gear icon for “Settings” in the upper lefthand corner.
Touch the button under Incoming phone calls to choose Hangouts as the
incoming phone for calls made to your Google Voice number.
This setting is for each device you have, not each account. Hangouts will be
the automatic setting for calls to the app on iPads and iPod touches, but
it will be off for iPhones.
