有很多种花法。但是目前看来， 必须先用个人信息（包括ssn) activate.
而且现在看来， 卡一买， 短时间内就会被charge $4.95 * 2.

limited use, only usable at in-store purchase, no access online, no ATM etc.
So that's fine if you repeat it to buy another card.
But it is true charge $4.95 * 2, one for purchase fee, one for activation

activation fee. or you online activate it?
Mine bought yesterday night and activate this morning through CSR telephone.
That's may be the reason. CSR may manually deducted.
