I hope you understand english, here goes...
The sigma lens is EF-S, meaning it will only fit on crop-body sensors like
70D. Full frame sensor cameras like 6D can't use it. In general, full frame
is better than crop body, minus a few special cases like sports and what not
. Anyways, don't bother with that sigma lens even if you are buying a crop
body, because it's not a good enough lens. For a better alternative,
consider http://www.amazon.com/gp/product/B000FZ3FY8/ (that listing is shipped from japan, you can find other US listings on the site)
Now, for your question regarding duplicate focal range. If you have a 50mm
prime lens, do you need a zoom? Well here's the thing. Prime lenses are
great, they have good low light performance because you can open their
aperture really wide, and also they can achieve the "bokeh" look quite
easily due to wide aperture. However, since they can't zoom in or out, they
are kinda inconvenient especially if you want to take a picture of the
scenery, as you can't just step back, the pictures won't look the same.
To start, I would go with the 50mm lens, as the better low light performance
will be pretty decent indoors. If you decide to buy a 6D then the
recommended lens is an entirely different animal.

那时个basic到不能再basic的kit lens, aperture can't be opened too wide, 非常
不适合拍娃。建议这两个镜头

because I haven't seen enough evidence suggesting that it's a lot better
than the 1.8, besides it's ability to be at 1.4

I vote strongly against the kit lens. It is a fine lens, just kind of
awkward zoom range, consider 15-85 or 17-70. Later you can add 70-200 to
compliment.
Also keep an eye on sales of 50mm f1.4 or perhaps longer, like 85mm f1.4 (
very expensive). I have the 50mm f1.8 bought when first started using DSLR.
Now wish have gotten the f1.4. But the f1.8 was almost free at $75 and takes
excellent portraits.

如果手动对焦，6D的摄像画质比70D好，毕竟全幅的画质摆在那里。
70D的唯一有意义的长处是摄像时对焦好。

不仅要放弃全幅，还要用狗头。价格还和全幅打折时差不多。
当然从技术上说，70D的sensor是一种创新性的设计。
