以后再开始办豁免。担心一旦开始回来签证会不会悲剧。

Thank you for contacting the Student/Exchange Visitor Visa Center.
An exchange visitor may not transfer/change programs after a J-1 waiver has
been granted. An H1-B Temporary Worker visa will be needed.

刚刚问了学校的ISO，然后发了个UCLA的网页给我，上面这样写的：
Q: Can I extend or transfer my J-1 status after I receive a waiver approval
of the Two Year Home Residence Requirement?
A: No, you cannot extend or transfer J-1 status after you have obtained the
waiver approval from the State Department, however, time remaining on your
current DS-2019 may be utilized. You will need to change your visa status to
another category.
Q: Can I travel outside of the U.S. after I have received my waiver approval
of the Two Year Home Residence Requirement?
A: Once you or your dependent(s) travel and re-enter the U.S., you or your
dependent(s) will be subject to the Two Year Home Residence Requirement all
over again.

我们单位有个同事，最近在绿卡申请时，收到移民局的补充材料要求。必须证明他本人
在中国已经居住24个月。
原因是他夫人(J1 visa holder)2007年6月完成豁免后，2007年他8月用J2 visa入境探亲
，移民官认为他豁免失效。他夫人没有犯规，豁免仍然有效。尽管他的确回到中国居住
24个月，但是目前的这个手续很头疼。他为自己当时的无知感到悔恨。他自认倒霉遇到
了一个非常严谨的移民官员。
所以，豁免完成后不要再使用J visa入境。

以前还真不知道waiver完了不能travel out of US。
风险很大哦，我估计不会去尝试了。。

Travel in J status after Receipt of Statement of No Objection
If you must (1) travel outside the US in J status after receipt of Statement
of No Objection, and (2) need a
new J-1 visa entry stamp for reentry to the US in J1 status, make an
appointment to meet with your OIE advisor.
There is no clear indication from the USCIS or DOS about whether this action
would subject you to the two-year
home residence requirement again. While the general consensus is “no”, OIE
advises against travel in this
circumstance unless travel is unavoidable.

VI. J-1 TRAVEL OUTSIDE THE UNITED STATES
Once you submit a waiver application to the DOS, please note that you have
initiated a waiver,
whether or not you follow through to complete the process. Requesting a
waiver is incompatible
with the J-1 exchange visitor program goal of returning home. Therefore, you
may not be successful
in applying for any further J-1 (or J-2) visas abroad and/or being re-
admitted to the United States
in J-1 (or J-2) status. You must be aware that if you leave the U.S. in
these circumstances,
you do so at your own risk. You may not be able to return unless the DOS
recommends the waiver
and the USCIS approves the H-1B or other immigration status. Carefully weigh
the benefits of
travel versus the possible risks.
