I am not familiar with western China, (if that was where he discussed,
I cannot judge whether he was right since I have never been to western China

But for the eastern and central China, it is not true that
townships and rural areas 200 miles from major city develop rather slow.
I just went back to China last summer and visited quite a few places in the
east and in the central China. Even the poorest places chang
