The Sea of Okhotsk, in the North-east of Russia, is one of the Global 200
marine ecoregions selected as a priority by WWF-UK and is included in the
Russia Far East cluster of ecoregions identified as a priority within WWF's
European Programme.
The ecoregion is highly productive and exceptionally important for fisheries.
However, there are many development conflicts within this area. Along with the
existing and proposed oil and gas exploitation, there are land-based pollution
issues, largely from the pulp/paper industries and related forestry, mineral
extraction plus related smelting/chemical industries, onshore oil and gas,
refineries. These industrial activities, as well as the threats from
commercial fisheries, tourism, shipping, illegal trade and poaching, are
having detrimental impacts on the Sea of Okhotsk.
On the shelf of the Okhotsk Sea, mainly off the coast of Sakhalin, the world's
largest oil companies, including Shell, BP and Exxon, are poised to begin
drilling in an area famous for frequent earthquakes. Oil spills would pose a
grave threat to the principal feeding areas of endangered gray whales. The
shelf oil fields also extend along the breeding range of Steller's sea eagle.
Studies of these magnificent birds - the world's largest eagles - have shown
that nesting declines by one third in areas already affected by onshore oil
development.
The Sea of Okhotsk is also home to many small-scale fisheries, hence
livelihoods are also threatened by these developments. This region is also
important because it provides 65 to 70 per cent of the total Russian catch in
the Far East. Fisheries are a very contentious issue as, in an area outside
the Russian EEZ (the Okhotsk banana), many countries such as Japan, Taiwan,
Korea, Poland, Iceland, China etc overexploit the fisheries as Russia has no
control over this area. The exploitation has become so acute that the Russian
government has given quotas in the Russian part of the Bering Sea in order to
discourage fishing in this area.
Funds are urgently needed to lobby the industry and governments to introduce
the necessary safeguards to protect the wildlife and coastal communities of
the Sea of Okhotsk.

这个地方又很麻烦，倒不是在争什么岛子，实际上是在争海权和资源，政治家果然都
是谎言家。现在这些人还想垄断科学亚，人民的自由亚等不属于他们的东西。这倒
好，不用念书，只有肯出卖良心，什么都干，那么历史上的那些科学家如牛顿、爱
因斯坦啦以及所有人的成果和资金积累都成为自己腰包里的东西。到底是快捷啊。

俄罗斯不把远东大量的油和森林资源出卖是对的，而且也是对环日本海和鄂霍次克海
的周边国家有益处。许多人在网上胡乱诅咒别人，从表面上是所谓的爱国主义，其
实是对那个非常可能出现的比较富余的远东经济区当人们的生活的恶意破坏。那里
的资源归根结蒂是应该为了那里的人持续发展的预备，而不是有钱人可以随意通过
欺骗掠夺的宝藏。当然，这取决于多方面因素，俄罗斯方面如果没有很多的人口的
话，经济交流的量不可能大，地区的和平稳定协议不达成的话，经济也会有损。但
这些都不是很困难的。应该让人们看到那里的前景和人民未来的幸福生活。在过去，
实际上是政治因素限制和妨碍了那里的发展和人们生活水准的提高。在今天，各国
政治家在许诺为普通人做事的同时，更应该基于人类更高的道德标准和善良意愿，
基于各地的自然形成的地理和环境因素，让这些处于同一经济框架的人们可以自由
较往，在公正的原则下提高生活标准，而不是象过去一样成为其他因素的奴隶而失
去人性的尊严。
