Yes, there are a lot of charity organizations in China and overseas are trying
to help poors in China.
For example the World Bank recently gives funding to 5 non-govermental Chinese
charity organizations to help their help-poor programs.
"On May 10, the Small Grants Committee of the World Bank Office, Beijing
approved five small grants to the
* China Foundation for Poverty Alleviation,
* China Charity Federation,
* Chinese Young Volunteers Association,
* Green Volunteers League of Chongqing and
* Zhaowuda Women's Association for Sustainable Development
in support of their proposed projects. "
World Bank is still calling for more proposals in China to help poor people in
Rural Areas. Once approved, WB will provide up to 250k RMB for each proposal.
In US, there are many NGOs doing similar things. Here are some of
them(mainly for promoting educations in countryside):

在国内读书的时候曾经在NGO作过几年的volunteer
虽然没有直接参与“扶贫”项目
但是所参与的项目大多数是面对国内贫困地区的,包括“救灾”“医疗”等等
也差点去当时刚开始的一个“小额贷款”的项目去帮忙
现在看看似乎这些照片显示的人群是比以前接触过的项目人群还要贫困一些
唉 希望我毕业了或许可以有机会再给他们服务
