医改最终将令小雇主受惠。汤森路透调查显示，美国雇主去年平均医疗成本上升7.3%，
高过通胀率和4.8%的整体医疗开支增长率。
医改盼减赤1.2万亿 专家质疑实效
“钱”一直是医改争议核心。据美国国会预算委员会推算，医改推行首10年内，华
府开支将达到9400亿美元，但医改能同时增加税收并节省预算，让华府财赤减少1380亿
美元，并于第二个10年再减1.2万亿美元。然而，专家普遍对这个长远预测表示保留。
按推算，医改能从两方面达致开源节流，达到长远减赤目标。其一、减少5000亿美
元联邦医疗保险(Medicare，目前提供予65岁以上或长期病患的政府医保计划)支出；其
二、来自保险公司等的4,380亿美元(约3.4万亿港元)新增税收。

a clear understanding between the nominal and real value, although the
idea behind it is so simple. What's so smart about the best politicians is
they always let you choose your own poison pill, meanwhile make sure you
are happy.
