Is owner occupancy ratio an issue that i can only take cash offer when i

Yes, O/O rate do affect future re-sell value since once below 50%, no lender
will do the loan for that complex / project. Since not everyone have all
cash to purchase, the buyer(s) will be limited.
BUT, if late on O/O rate improve to more than 50%, the price should go up
since the buyer can get the mortgage loan by that time.
Is there any litigation there as well?

Nobody knows if the O/O rate will be up or down.
Does 165k sound reasonable for take the risk?
The return is like 4-5%

sfh is difficult to handle to rent.
if the tenants pour some sand into the sink, how much to repair?
For condo, HOA will cover it.
