I voted “aye.” There has been a significant drop in the percentage of
enrolled minority students at both University of California and California
State University campuses. The proportion of underrepresented students
eligible for U.C. and C.S.U. has not kept pace with the proportion of the
high school graduating class that they now represent. SCA 5, if approved by
voters statewide, would delete outdated barriers in the state Constitution
to helping these students enroll in higher education. |

这个议案的重点在于minority的族裔入学比例降低了，所以这些学生被
underrepresented了，为了公平，我们要按比例来分配入学名额。
但是加州的人口组成是这样的：
白人 39%
latino 38%
亚裔 14%
black 6.6%
也就是说，白人和latino都不是 minority,黑人和亚裔在加州才能称得上minority.
而加州入学比例是这样的：
加州大学学生的人口比例
白人 28%
latino 27%
亚裔 36%
black 4%
也就是说，underrepresented的是两个majority，在minority里，只有一个是
underrepresented另一个不是。
当年的 AA不管是否合理，出发点都是保护少数族裔。 而在加州这个案例里面，SCA5非
但没有保护少数族裔， 还牺牲少数族裔的利益以满足多数族裔，这和AA的出发点都是
相违背的。 |

There is reason why students from some ethnic groups are underrepresented in
the college. The reason is simple, they haven't been made ready for the
higher education. You can blame that the California basic education system
failed the mission. However the solution isn't to send those unprepared
students into the college, which undermines the quality and reputation of
California higher education system. The solution should be really improving
the California basic education system, which is currently ranked 49 out of
50 nationwide.

Any student who works hard and prepares him/herself well should be eligible

。逆向歧视。
前几天，读过一片文章，讲为啥加州白人建筑工人减少了。他说，他们愿意劳动，他们
收费也不比老莫高，可是找工作被要求必须会说西班牙语，因为他的肤色不要他。建筑
业这个行业已经被劳模行业垄断了。

你可以是民主党，但是也不妨偶尔投投共和党的票。
我个人的看法，在联邦层次，投民党的票有利于华人长远利益，但是在州和地方层次，
要投共党的票。

of years. US should follow suit and make real immigration reform. The real
immigration reform is to abolish anchor baby citizenship, mandatory E-verify

There are mainly four categories of people that make up the majority of
liberals and democRats: 1) social welfare parasites and free phones users. 2
) brain-washed and morally-hypocritical intellectuals, especially in the
media and in our education system from elementary school teachers up to the
university professors. 3) youngsters including college kids, who lack life
experience and are easily deceived by media propaganda and liberal education
. 4) women because majority of them generally lack serious and sophisticated
political judgment. There are also two groups of elites that manipulate the
above mentioned liberals. They are 1) people who have political ambitions
to gain their own power and control (those people include the people in the
government, congress, and democRat party elites) 2) many of the Jews because
it is an effective way to counterbalance and overpower the WASP white.
$2.5 Billion dollars a year is spent on Medicaid for illegal aliens.
$12 Billion dollars a year is spent on primary and secondary school
education for children here illegally and they cannot speak a word of
English
$17 Billion dollars a year is spent for education for the American-born
children of illegal aliens, known as anchor babies
$11 Billion to $22 billion is spent on welfare to illegal aliens each year
$2.2 Billion dollars a year is spent on food assistance programs such as

2003: 16.5.%+6%=22.5%
2012: 30.3%+8.5%=38.8%

在Cal State除了劳模大增白人剧减其他都持平或是略降。

Blacks 4% 4.30% 7.60% 5% 6.60%
Chicano/Latino 14.30% 27.80% 21.40% 33.90% 38.20%
Asian 32% 35.90% 17.10% 18.00% 13.90%
White 41% 27.90% 47.60% 30.40% 39.40%
We have not had data how the data look like if Asian is split further to
Indian, Chinese, Japanese ... the racial discrimination will certainly cause
endless problems. It will be like Ukraine 50 years from today, sadly.
