为了先表明立场，我就说一下，我在那个白宫情愿的网站上投了票，支持取消加州最近
的那个所谓“平权法案”的。可是我也说过，当前的华人，很难在美国的政治上有什么
建树。很多人说，这是因为华人不抱团。这个其实也对，但是我们在这里说这个问题，
却没有任何作用。

先以加州为例吧，亚裔的确是占到了14%的人口比例，但是这当中有比较高比例的东南
亚人，也有比较高比例的印度人。大陆的华人大概占到了25%，而印度人和台湾人大概
各占12.5%。你如果这么看就会觉得奇怪，毕竟大陆改革开放才30年，相比而言，台湾
和印度则从一开始就有向美国移民的传统。怎么人家半个世纪一个世纪下来，人口却依
然比大陆少呢？
这个问题其实很难以启齿，就是大陆的多数移民，其实是走政治避难路线的。由于冷战
期间和冷战后期，美国出于意识形态的考虑，给大陆的移民（包括非法偷渡移民在内）
大肆发放避难名额。实际上，在美国，当前有1/3的大陆人的绿卡是通过政治避难取得
的，另外远高于这个比例的绿卡是通过亲属团聚取得的。
你要是想要申请美国国籍，那么对于这些人要长期呆在美国，政治避难绿卡是第一位的
，只有拿到避难以后，待够五年，才能申请美国国籍。那么这么计算下来，就算是保守
估计，美国的大陆华人中，有超过2/3其实是通过政治避难的手段呆在美国的。
你可能觉得不可思议，但是其实这真的已经很保守了。因为一般来讲，一个拿到政治避
难的人，多少都会把自己的关系紧密地亲属通过亲属团聚移民的方式带到美国。而且考
虑这几年大陆人避难成功率的降低，其实在早先，通过政治避难走到美国的华人比例应
该高于（甚至可能是远高于）1/3，间接或直接通过避难来到美国并且取得国籍的人应
该超过70%。

我这么一说，你就懂了吧？

通过这种方式过来的人，其本身就是那种没什么追求的人。他们所希望的，无非就是单
纯的有饭吃，有衣穿，老婆孩子热炕头罢了。这些人来的时候，英文毫无训练，自我认
知也十分有限。
我并不是说语言是必须的，但是你如果语言能力不够，那么你与你身边的人交流就很成
问题，表达你的思想也十分无力。
外加上自己的自我认知和自我认同度又很低，在这种情况下，很容易为了迎合“主旋律
”而迷失自我，进而形成一种“跪舔”的态度。
这种跪舔的态度对他们的后代也会产生相当大的影响。于是乎就会发生这种事情：你遇
到一个2代移民，他完全听得懂中文，但是他始终坚持跟你讲英文。

其实说美国华人的问题，主要也就是那些人的问题。真正的新移民其实是很抱团的。比
如说，在VMware，大概每半年就又一次很大型的华人聚会。在Google，华人之间也没事
一起过过传统节日。在Microsoft，整个Bing团队几乎就是由华人包了，以至于微软的
人力资源部时常会给这个团队提出“你们团队的多样性（Diversity）作的不够好”。
但是你如果仔细看这些工作的地方，就发现这些地方往往是新移民聚集的工作场所，而
不是老一代华人。

那么这些新华人移民，有多大的比例呢？其实通过避难移民的数字来估计一下，就算是
乐观估计，也不会高于30%，如果悲观一点，那么很有可能只有10%左右。
考虑到，这其中还不是所有人都有选举权，而且很多新移民在美国干着干着又跑掉的也
有不少。更何况加州作为西部开明州，避难移民的比例要更高。所以我们就按照新华人
移民有10%来计算吧。

这个时候你就看出问题了：
14%的亚裔，
25%的大陆移民，
10%真正有主见的大陆移民。
做个乘法，最后的结果就是：千分之三点五。你没有看错，是0.35%。

你指望着占全人口0.35%的人去维护自己的利益？！
与此相对，中国的少数民族占到人口总数的8.5，其中最高比例是壮族，人口占全国人
口比例超过了1.2%，超过三倍于加州美国新华人移民占到加州人口的比例。
你什么时候看到壮族人民左右中国政治了？那么你凭什么又认为，这些少的可怜的新华
人移民能够在美国政治上有所建树？更何况，很多时候，这帮新移民还没想点什么东西
呢，就被同种同族的政治难民们给扼杀在摇篮里面了。

当然，至于印度和东南亚么，这个我们就不用指望他们了。原因我也不说了，多种多样
，不言自明，民族性和历史文化决定的。

无论我们在这里怎么打鸡血，短期内这个问题都是无法解决的。有人说：我们要尽可能
让华人都移民到美国，增加在美国华人的数量。我其实就呵呵了，因为你那样弄到美国
去的华人，也依然只会跪舔，不能成为华人集团的有效政治力量。你要弄，你就得开放
高技术移民，就像共和党嘴里说的那样，凡是硕士学位，就给绿卡。那样移民过去的华
人，才是真正能有所作为的华人移民群体。
不过说起共和党来了，还是这个事，就是尽管这个平权法案是民主党提出，共和党狙击
的，但是......当前投票人口中70%-80%的华人移民，其实是注册民主党。
这就是一个同种同族把自己掐死在摇篮里面的典型例子。

当前这个平权问题吵得最响的还是留学生，就像上次那个杀光所有中国人一样。其实外
国留学生往往说话底气还要稍微硬一点。毕竟现在中国强大了那么一点点，要是美国不
容你，你回中国就行了。不想已经移民到美国的老一代移民，往往是美国不容他们，他
们也依然得跪舔着。所以很多时候，留学生赶Spam议员的邮箱，赶堵ABC的家门口，赶
在We the People上去发出和声援一些请愿运动，而老一代移民多数也只能是冷漠的看
着。
但是我们想啊：你以一个外国留学生的身份，还想左右美国的内政问题？这个真的就是
很好笑的事情，你要是失败了那是正常现象，你要是成功了，那才是天方夜谭呢。
正像我之前分享的一篇文章总结的，留学生你就安稳的看着，学着就好了。等那天你真
想移民了，别移民之后还像现在那样被美国人玩来玩去的。

其实我个人觉得美国这样挺好的。让更多的老墨老黑到美国的上层去，最后把美国搞成
“非洲与墨西哥联合共和国”，把美国的有实力的人都赶走，让美国就这么没落下去。

反对SCA5, 不要浪费时间, 要这样做才有帮助, 请转发
从我做起, 从现在做起! 我们还来得及反对SCA5. 目前, 加州众议院的80席中, 有55席
民主党, 25席共和党. 对这个法案SCA5的支持是党派分票, 所以我们只需要保证 2个以
上民主党议员勇敢地站出来, 投票反对, 我们就可以让法案胎死腹中. 现在我们可以做
的是写信给代表我们选区的加州众议员, 去他们的网站给他们写.
Step 1: 下面网站里选Act Now有两个请愿投票, 有时间先去投票, 这样才能壮大声势.
这两个网站都需要注册, 但是Change.org和Whitehouse.gov是最常见的请愿网站, 将
来一定该还有用到的机会, 花点时间注册并不吃亏.

可能被影响的民主党州众议员列表, 这一份名单有被精心筛选过, 确定是机率比较高,

接找一篇贴上发给对方也没关系, 最重要是让对方了解有这么多人重视这个问题, 内容
其实不重要, 简单表达意思就够. 但最好是自己能添加一些自己的意见, 能够写一篇自
己的文章是最好, 反正能够发那么多遍, 多花点时间在这里也是值得. 然后将这封信用
Email再加上Facebook用Message发给下面列表所有的人, 我自己试过发一遍, 全部发完
应该不会超过15分钟.
其中中间这种https://lcmspubcontact.lc.ca.gov/地址的要发比较特别, 一定必须要
是填该选区地址, 才能写电子邮件给他们, 不然不会让你发, 所以如果不是自己选区或
是有可用地址的就不用了.
另外除了最简单的发电子邮件外, 也可以打电话, Fax传真, 登门拜访都可以视情况运
用联络.

constitutional law could even pass the senate! What are senators doing? How
do we explain to our children that what they've been taught on equal

higher education is their work enthusiasm. How about we do the same thing
for the State Assembly? Candidate must collect certain amount of votes (
scores in S.A.T.) to be qualified, then by using qualified candidates’ race
and ethnic background to decide if he/she can become a member of the
California State Assembly. Because "We need to ensure that the State
Assembly reflects our changing population".

by judging people based on their race. Admission to any school among other
things, should solely based on their own merit and not on their color, race,
and etc. I believe preferential treatment based on race in college
