明天,世界史维会(世界抗日战争史实维护会)会在CUPERTINO 正式提交PROPOSAL,如
果PROPOSAL被采纳,会进入AGENDA, 从而正式开始运作在CUPERTINO 建立纪念碑,纪
念第二次世界大战期间被屠杀的人民,其中当然包括南京大屠杀,731, 慰安妇,珍珠
港等事实。
CUPERTINO 市议员这些年来一贯不作为,我们的提案会遇到阻力,而不少政治人物后面
都有日裔背景,最初都是日裔GROUP 支持的。我们需要更多的华人的支持!
如果您明天能够有时间,请在6:30前到达CUPERTINO CITY HALL.
我会6:30在CITY HALL前等,只需要您15分钟,我们的提案是第一个,6:45,所以请
准时出席。不然就没有意义了。
我们明天的议案见下面。
如果连亚裔,中国人自己都不到场,议员,CITY MANAGER等当然不会重视。
明天也会有华人重量级人物出席,臧大化,龚刑宪 都会出席。以及多位保钓老英雄,
有的都70多岁了,也会出席。

A Designated Memorial Site in Cupertino Memorial Park

Re: Cupertino Public Works Case# 22895
This is a revised proposal to replace an initial proposal put forth by
Cupertino resident Mr. Larry Tan in December 2013 requesting consideration
by the Council to approve the installation of a memorial monument in the
Cupertino Memorial Park. The Public Work Case number for the proposal is #
22895.
This is now to propose a two-part plan requesting the Council to
1) designate an area of adequate size within the Cupertino Memorial Park
as a Genocide Memorial Site specifically for honoring and the remembrance of
civilian victims of worldwide genocides;
2) approve a project that will install a Pacific War Memorial monument as
the first installation within the designated Genocide Memorial Site.
The designation of a Genocide Memorial Site in the park is consistent with
the purpose and spirit of the Memorial Park since it was designed to honor
and pay tribute to those who have fallen victims to various wars, foreign or
domestic. It is to educate the public about the cruelty and perversity of
war and the importance of peace.
Many similar designations of Genocide Memorial Site, or equivalent, have
been done at public or private parks, museums and buildings in the U.S. and
abroad, including those at the National Holocaust Museum in Washington, D.C.
, the Museum of Tolerance and Simon Wiesenthal Center in Los Angeles,
Lincoln Park in San Francisco, a number of Holocaust museums in Israel and
the Holocaust Grove at the Sonoma State University where many Cupertino
residents have visited and contributed to install a number of memorial
monuments, bricks and plaques since 2009 (please see: http://www.sonoma.edu/holocaustgrove/). Please note that the Sonoma site includes memorials for the victims not merely of the Holocaust, but also those of Armenian Genocide, Cambodia Killing Fields, Darfur Genocide, 1994 Rwandan Genocide, Native Americans Genocide as well as the tens of millions of victims of the Pacific War.
As a leading progressive city and the home of many intellectuals and high-
technology professionals, Cupertino should and must not only treasure our
ability for innovation and futuristic visions, but also our compassion and
sense of justice. Having a great Apple campus and many world renowned
technological achievements is only a-half of the equation to make Cupertino
a great city. Complementing the existing Veterans Memorial with a civilian
genocide site will give our citizens something to be proud of. It would be
a step in the right direction to build character for our city.
Specifically, the proposed Pacific War Memorial monument shall symbolize the
torment endured by the victims and serve as a reminder of the horrendous
crimes against humanity and honor victims from Pearl Harbor to the Bataan
Peninsula in the Philippines, Marshall Islands, Guam, Korea, China,
Southeast and South Asia, and the Polynesian islands in the Pacific and
Oceania.
The construction of the Pacific War Memorial monument shall require an area
designated by the city for this purpose -- approximately 80 to 100 square
feet, located inside the Genocide Memorial Site and preferably near the back
entrance of the Quinlan Community Center (map attached).
All labor and materials cost as well as the expenses for the administration
of construction and ceremonial events should be paid for by a dedicated
trust fund raised and administered by a “special ‘Pacific War Memorial’
monument committee” appointed by the city council to ascertain that there
shall be no fiscal impact to Cupertino city and its residents for the
installation of this monument. A total of $10,000 shall be deposited into
the trust fund within 10 days after the certification of required signatures
in support of this project by the city clerk. The deposit shall be
immediately refunded to the contributors should the initiative fail for any
reason.
The architecture, detailed design and the language used in the plaque on the
monument and any wall/ground bricks shall be reviewed and approved by the
special monument committee and the relevant city departments for
appropriateness and decency.
We are formally submitting this proposal to the Council and requesting a
review and a vote to place this proposed item into the Fiscal Year 2015
Public Work Plan – Capital Improvement Projects (a.k.a. FY2015-CIP).

我们在后面已经与C市议会议员和GILBERT 交流很多次,软硬都有,包括GILBERT 的大
金主,都是我们史维会的成员,也都与GILBERT 进行过非常严肃的通牒,但是GILBERT
这次态度坚决,不会站在我们一边,只有BARRY CHANG, 不惜与他们撕破脸,但是BARRY
一个人 能做的毕竟有限。 GILBERT 后面的日系背景也对他的态度有很大的影响。
史维会的成员在CUPERTINO 打拼多年,对整个运作非常熟悉,希望能和大家一起把华人
在CUPERTINO 的政治地位进一步提高。
我们会在下个月,继续提这个议案,同时,也会组织SEMINAR,有志于从政的同学可以我
们聚在一起,探讨,交流,把老一辈的资源,信息和经验传授给大家。
这个建立日本大屠杀死难者纪念碑的事情,最后的方法就是走街,拜票,拉签名,只要
3000个CUPERTINO的居民签字,就可以提到公投。这个是后话,不会与现在如火如荼的
选战冲突。
另外,CUPERTINO 的 Don Sun, 孙晓光兄,已经正式参选C市议员,如果他当选,他会
是第一个大陆背景的C市议员。请大家多多支持。其实我们在美国不一定要强调大陆背
景还是台湾背景,就像史维会,在这几十年中,都不会参与到到底是国民党是抗日主力
还是共产党是主力的辩论中去。史维会只是记录事实,恢复历史事件,做最具体的事情
,他们这些年,抢救性的INTERVIEW了上百现在仍然健在的韩国,台湾,大陆,菲律宾
的慰安妇,还有大屠杀幸存者,留下了数百张采访DVD, 有很多都没有公开给媒体。史
维会在幕后做的事情,也都是只为结果,不为名利,比如阻止日本加入安理会常任理事
国的网上大签名,比如游说美国国会拒绝日本总理访美高级待遇等,从来没有见诸报端。
我们不必提大陆还是台湾,GILBERT WONG 是台湾背景,可是那有怎么样,照样只吃饭
,不做事,昨天在公听会上,GILBERT 花了38分钟来PRESENT 他的台湾之行,BARRY不
断提醒他,后面还有这么多人在等,而且,你的台湾之行是花纳税人的钱,我去台湾都
是自己出钱,GILBERT 很尴尬。最后,由于GILBERT 的拖延,整个公听会到将近凌晨1
点才结束,我们这些人白白等待。很明显,GILBERT 非我族类。

维护二战史实 警惕美化暴行
南湾筹建慰安妇纪念碑
(本报记者崔林子三藩市报道)
继今年9月北美第一个建立在校园的二战亚太受难者纪念碑落成后,关心二战亚太
战争史实的华人社区将纪念和维护该段史实的努力焦点重投回湾区本地,台大北美校友
会主席谭光天发起在古柏蒂奴纪念公园(Cupertino Memorial Park)建设一座二战慰
安妇纪念碑,将于12月17日(周二)晚6时参加市议会会议,口头陈述此项提议的具体内
容及意义,鼓励广大华裔民众届时与会支持。
谭光天早于今年八月就向古柏蒂奴市府提出有关设立二战慰安妇纪念碑的方案,先
后和市公园康乐局、工务局等部门取得联系,将该提议登记在案,随即和世界抗日战争
史实维护联合会(简称史维会)等积极维护抗战史实的组织展开沟通,争取更多支持。
史维会常务副会长丁元14日向本报表示,刚得知谭光天正式向古柏蒂奴市府提议在
该市纪念公园里修建二战慰安妇纪念碑,他认为选在纪念公园里立碑意义非凡,「二战
时期美中两国曾是盟友,这是一个很好的机会教育美国民众,让他们了解二战期间日军
的暴行。」
二战期间估计有20万来自韩国、中国和其他太平洋沿岸国家的慰安妇,被强迫充当
日军的性奴,但普遍相信实际数字将远高于此。
由于缺乏国会立法和正式道歉,现任日本首相安倍已公然否认1993年的「河野谈话
」对慰安妇史实的道歉和反省,声称日本从未强迫外国妇女充当日军「慰安妇」。而今
年6月,日本大坂市市长桥下彻发表有关慰安妇的言论,指慰安妇是为日军提供纾缓的
必要制度,马上引起各界抗议浪潮。
在过去19年来,史维会协调各地民间组织力量,与退伍军人和妇女组织合作,推动
地方立法,法律诉讼,收集资料,口述历史方面取得了很多成绩,推动在县市州地方政
府、联邦、联合国达到各种立法,对一些史实获得了永久性的认同,留下了法律依据。
而在实体立碑上,也经过了很多年的努力,希望通过这些努力让更多后来人了解日本在
二战期间的暴行。
北美第一个建立在校园里的二战亚太受难者纪念碑,于今年9月14日起矗立在索玛
奴马加州州立大学(Sonoma State University)校园里。由花岗岩打造的纪念座碑长
11 呎、最厚处4.5呎、高约2呎,共花费约4250元。
丁元表示,参照这块纪念碑的做法,估计在古柏蒂奴公园新建纪念碑的花费可控制
在1万元以内,他相信通过华人社区的踊跃捐款,将足够支付各项费用。
他透露,史维会还在积极争取在北湾的麦林县(Marin)和那帕县(Napa)也建立
同样的纪念碑,同时重新探讨在三藩市某个市立公园立碑的可能性,相信明年就会有市
参事提出有关提案。

中日韩等亚裔在美国的律师协会,发表的正式宣言,表示,在美国建立这样的纪念碑,
是必要的,有意无害。
To ease the mind of the City Council members or anyone in the great City of
Cupertino and the State of California who are concerned with the perceived
“divisiveness” related to an installation of monument or memorial as
proposed, I hereby respectfully submit a copy of a joint statement issued by
the Korean American Bar Association and Japanese American Bar Association
on May 5, 2014 that firmly rejects the distortion of history by the
revisionist plaintiffs in the Glendale “Comfort Women” lawsuit.
The statement asserts that: “no one should forget the immeasurable pain
suffered by the Comfort Women during World War II. The Memorial should not
be used as a symbol to encourage hate of any kind or the expression of
hostility towards others . . . . , a lawsuit that seeks the removal of
the Memorial should not foster ethnic division and threaten to unravel the
fabric of the progressive, multiethnic community we have worked hard to
build.
Korean American Bar Association and Japanese American Bar Association
unequivocally state that we will not allow the Glendale controversy to
divide our communities. We will continue to work together –as we have for
many decades– towards unity and a better society for everyone.”

)Despite filing court documents this week opposing Glendale’s request to
dismiss a federal lawsuit calling for the removal of a city statue honoring
women used as sex slaves by the Japanese Imperial Army during World War II,
the law firm representing those opposed to the memorial has resigned.
The change comes after Mayer Brown, considered a top 20 global law firm, was
criticized by several in the legal industry for taking on the case in the
first place since the plight of the former sex slaves, known as comfort
women, has been recognized by international historians and government
officials in Japan and the United States.
The firm asked to step down as top management became concerned about being
seen as a corporate entity that denies the history of sexual enslavement,
according to the website of GAHT-US Corp., a nonprofit group and one of the
three opponents that filed the lawsuit.
The other two opponents were Koichi Mera, a Los Angeles [Santa Monica]
resident and founder of GAHT-US Corp. and Michiko Gingery, a Glendale
resident.
In separating from the case, Mayer Brown has agreed to reimburse the
plaintiff’s fees and find a replacement, according to the website statement
, which was translated from Japanese. GAHT-US Corp. officials [of one and
only ONE] also wrote they [i.e. all the history deniers in Japan or the "
members" of the ultra-nationalist group called GAHTJP.org] are confident the
attorney swap will not impact the case and asked supporters not to worry.
On Tuesday, the day after Mayer Brown filed its opposition papers, U.S.
District Judge Percy Adams approved a substitute attorney for the plaintiffs
Bob Harris, spokesman for Mayer Brown, confirmed in an email that the law
firm requested to be removed from the case with their client’s consent, but
declined to comment further.
Mayer Brown attorneys have argued in court documents that the comfort-women
statue, installed in Central Park in July, challenges the federal government
’s power to conduct foreign affairs and set the supreme law of the land.
The City Council approved the statue in order to honor the estimated 80,000
to 200,000 women from Korea, China and other countries who were forced to
work as prostitutes in military brothels against their will. But it has
whipped up controversy as several conservative Japanese politicians deny the
military’s involvement in the comfort-women system of the time.
Glendale attorneys, who are working pro bono on behalf of the city, asked
the judge to dismiss the lawsuit, filed in February, because Glendale’s
right to free speech should protect the 1,100-pound monument, which features
a young woman in Korean garb sitting next to an empty chair.
However, in its latest filing, Mayer Brown attorneys disagree.
“When the council permitted the emplacement of the monument, it did so as
the Glendale City Council, not as individual council members,” according to
court records. “The First Amendment does not apply to that decision.”
Mayer Brown attorneys also stated the lawsuit does not seek to challenge
historical record, although their clients, the statue opponents, have been
doing so for months.

What:
In light of the gross mistreatment of a large number city residents at a
recent council meeting, Councilman Barry Chang will speak out publicly of
the event in which the Cupertino Council has rudely treated the constituents
with ultra disrespect, ignored their request for placing a item of public
interest on the regular council meeting agenda for discussion, and shut down
all communications without merit at the end of a long delay of five months.

On May 20th, a number of Cupertino residents presented to the council a
proposal for creating an area in a city park reserved for honoring and
paying tributes to victims of worldwide genocides as a public educational
instrument. They were supported by a large contingent of supporters in the
audience. The proposal was previously delivered to the council members in
advance, consulted with the officials and city staff, and made all
adjustments and compromises as suggested by the council and staff before the
formal presentation.
The presenters have also held a number of consultation sessions in private
with a number of council members and staff to obtain and incorporate their
input and address their concerns or questions, including funding
considerations.
A delegation of constituents then respectfully presented the proposal at the
council meeting -- without hearing any comments or substantive question
from any of the council members even though they have specifically requested
for response. They then patiently and respectfully waited in the Community
Hall for more than five hours after asked for the proposal to be placed on
the agenda of the next council meeting for discussion and voted on by the
council.
Only at the last two minutes of the meeting, Mayor Wong brought up the
proposal. One council member declared that he does know the definition of “
genocide” and another said that his private conversations with others,
mostly those from outside of the community, convincing himself not to
support this proposal. The Council then swiftly adjourned the meeting
without explanation and allowed the contents of their own private
conversations with each other and some unidentified outsiders to supersede
or override a legitimate request for public hearing by residents.
Throughout the entire time of the 6-hour meeting, the council has completely
ignored the residents and their pleas for hearing Council’s concerns or
objections to the proposal. In the end, Mayor Wang simply turned off the
microphone and walked away.
