子非鱼按：受好友委托火线发布加州阳光谷Sunnyvale的投票指南，该指南来自加州南
湾抗噪群。抗噪群是一个纯草根组织，他们很仔细地考察了几乎每一位草根候选人，然
后才小心翼翼地给出了他们的投票指南，并且在文后还提供了他们的参考资料。虽然稍

理由：The current county sheriff has established very complex political and
business network. John Hirokawa would like to reform let the politics out of
the system.

推荐侯选人和法案的原则
法案：没有详细指明资金用途，以及资金用途监管方式的法案一律拒绝；有可能造成民
主制度被挟持的法案一律拒绝；有可能造成机构臃肿的法案一律拒绝；对民间生活方式
和工业运作方式过分指手画脚的一律拒绝；以大爱为名滥发福利的法案一律拒绝
候选人：接受开发商或特殊利益组织的巨额捐款的一律拒绝；受到各级工会组织背书的

《Sunnyvale本地选举草根指南详细版》
提案
提案A: 把临时的0.125%销售税变成固定Measure A (Santa Clara county)；make the
0.125% sales tax increase permanent：
Vote（投票）： No
理由：过去几年销售税涨了以后每年多出来5千万美金。我们没看到政府很好的用了这
笔钱。We voters approved the increase of sales tax by 0.125% back in 2012
for 10 years. It brought in additional 50 million dollars every year for the
county. Did we feel that the quality of service improved? I believe most
people will say No. In fact, most people feel we are not as safe as before.
The government is not spending the money wisely. They still have 5 years
until the increase expires, but politicians fear they could be banned to
raise sales tax by the state, so they want to make this permanent. We have
to say NO.
提案K: 酒店税条2% Measure K (Sunnyvale): increase hotel tax by 2% ：
Vote（投票）： No
理由：涨税可能会影响酒店生意，不利于本地经济。This will provide an
additional 2.9 million dollars annually. This sounds good because it is paid
by visitors. But I don't feel it is right to increase tax without any
particular reason. Even though 2% does not seem big, but if we start doing
this, business will get hurt.
提案L: 给市议员权力，使他们可以在有议员席位空缺的情况下任命一个议员，直到下
次选举为止。Measure L (Sunnyvale): allow council members to appoint a person
to a council vacancy until next general election：
Vote（投票）： No
理由：这个提案提供了不太好的政治游戏的机会，还是让人民群众决定市议员比较好。
If the current City Charter asks for a special election when there is a
vacancy, we don't see a need to change it. Yes it may cost city some money,
but all council members should be elected by people. If this measure passes,
I am concerned that some council members may be forced out to leave a
vacancy so that the majority of the members can appoint someone who agrees
with them. This is just dangerous.
提案GG：Sunnyvale学区要向房屋拥有者征缴最高可达 $100 million的费用，房屋价值
每$100就需缴纳$0.01美元（也就是说估值$1M的房子，可能要多缴纳100美元）；
Measure GG (Sunnyvale School District): issue up to $100 million in bonds at
an estimated tax rate of $0.01 per $100
Vote（投票）： No
理由：学区要增税，先要学会如何合理地计划各项开支，否则再多的钱都没有办法填补
这个不透明的黑洞；School district should make their spending transparent and
come up with a wise budget, before they can request more money from the
property tax. Not even another penny!
提案CC：佛里蒙高中学区发2亿7千5百万美金债卷重建教室。Measure CC (FUHSD):
raise $275 million in bonds for schools
Vote（投票）： No
理由：佛里蒙高中学区已经在2008和2014发过两次债卷了，一共将近5亿。刚刚四年，
就有需要更多钱？听着就不太对！一个不透明的财务预算体制和缺乏监管的花费方式，
是一个无底洞。Not even another penny! FUHSD already borrowed $198 million in
measure B in 2008, then $295 million in measure K in 2014. Now it is asking
for another $275 million. When will this end? Is there even a budget or
plan on how much money is needed to build those classroom? This is the link

InitialListofMeasureKBondProjects.pdf We are not convinced the money is
being spent responsibly. A little more information: FUHSD in 2016-17
received $190.45 million in revenue, and spent 185.04 million dollars, 23.2
million of which are administrative/maintenance cost. It is currently paying
a debt interest of $16.27 million every year. The new bond will add
interest payment on top of it. It served about 11,000 students.

Sunnyvale市议员（Sunnyvale City Councils）：

理由：
他们三个是草根候选人，可以改变现在市议会过于被收开发商控制的局面；三位草根候
选人的对手都接受了开发商和外部特殊利益群体的巨额捐款，导致Sunnyvale建设失去
平衡发展。Josh的对手是现任市长Glenn，Henry的对手是现任议员Gustav，John的对手
是原民主党众议员Mike Honda手下的Mason Fong。Glenn是个假共和党，支持大政府，
虚伪提高枪支购买年龄号称可以保证学校安全，他带领Sunnyvale积极支持加州成为庇
护州，以降低碳排放量为由不顾居民大规模强烈反对推行新的垃圾桶设计和不合理的收
费；Gustav在任上毫无建树，并屡屡对居民关心的提案投反对票；而Mason Fong原先住
在San Mateo，因为看上了Sunnyvale市议员的一个空位而紧急搬家到了Sunnyvale，开
始投机性竞选，阳谷的未来不应该被一个职业政客来决定。
All the three grassroots candidates don't accept donations from big
corporations, PACs and developers. All current councils are basically
controlled by big money. As a result the establishment councilmen listen to
no residents, but developers and unions. Our Sunnyvale deserves a better
council that is capable of understanding the residents’ concerns, instead
of going with whoever bid the highest price on their campaigns.

理由：
他过去在公共事务中的表现大家有目共睹，务实肯做事，也很会倾听家长的意见
His performance in public office so far gave us confidence that he will be
our parents

Meena Juttukonda-Gajula
Rosa Kim （ONLY these two 只选此二人）
理由：
Meena常年参与学校服务，自己又有两个孩子在学区。她敢于在现有体制内提出质疑。
她可以成为我们和学区交流的桥梁。
Meena has two kids in the school district. She knows the issues within the
district and want to encourage more transparent communication and parent
engagement. She is our hope to break the current closed small circle on the
board.
Rosa Kim有孩子在学区上学，自己又当过学校校长，既了解现有问题，又有教育和管理
的经验。她和Meena是仅有的两个有可能对现有状态进行改变的候选人。我们需要她们
两个上去表达家长的声音。
Rosa Kim has been the principal and teacher for decades, she understands
education with profounding insights. She also has a kid in high school in
the district. She will be a strong advocate for parents and students, on the
education quality of the school district.
El Camino Healthcare District:

George O. Ting
理由：
他自己是医生，服务医院40年，完全了解医院面临的挑战，也有详细的计划来帮助医院
更好的服务大众。
We need more doctors on the board. Doctor Ting has been serving El Camino
hospital for over 40 years. He understands the challenges and problems that
the El Camino Hospital is facing. He has plans to make El Camino Hospital's
own physician group stronger and retain the independence of El Camino
Hospital. West Sunnyvale and North Sunnyvale mostly reside within the
boundary for El Camino health district. |
