of Italy overtook the stocks. Several Street reports indicated that a new
draft being introduced this week in Italian parliament would cap solar
installations at 8 gigawatts, and the cap would be implemented immediately
and with no grandfathering clause.

When the government buys it at 0.4 euro/kwh, it is 5.6B euro a year for
20 years. That is 112B Euros, a big big burden for the country. It also
locks
up at very high cost of energy and gives away the benefit of
1) future solar cost reduction
2) development of other fuel source e.g. shale gas in Europe.
For the same reasonSpain essentially removed its solar FIT program.
It is very hard to be bullish in the space.
