以Resident Alien身份填1040，
填8833 claim China-US $5000 treaty.
根据 instruction of Form 1040和我的情况（住在MD，无check/money order), 我应该把所有的表格邮寄到:
Department of the Treasury
Internal Revenue Service
Kansas City, MO 64999-0002
但是精华区-4-6里面那个2002年的8833模板帖子说
"The return and attachments should be sent to the IRS' Philadelphia Service
Center, regardless of where the 1040 instructions say,because Philadelphia
is the center best-equipped to handle international issues."
请问大家:
1. 我该邮寄到什么地方？2002年的老帖子说的会不会失效？
2. IRS' Philadelphia Service Center 的地址是什么？

但是我当年寄给1040要求寄的地方也没事.
irs调整过报税处理中心,应该依据老帖子的核心精神看今年的税表说明.
应该把所有的表格邮寄到:
