确认通过IRS附属机构或者授权的专业人士申请ITIN可以不用再邮寄原件或者认证件，
这些情况包括key IRS Taxpayer Assistance Centers (TACs), U.S. Tax Attachés
in London, Paris, Beijing and Frankfurt, and at Low-Income Taxpayer Clinics
(LITCs) and Volunteer Income Tax Assistance (VITA) Centers that use CAAs. 据
IRS网站透露，2013年1月底IRS的local office，即TAC会帮助纳税人申请或认证护照，
这样就可以免去邮寄原件的麻烦。根据部分网友的反馈，截止到2013年2月20日，并非
所有的IRS local office都会返还护照原件；因为IRS在发文时已经提醒，只有
participating TACs才会退还护照原件。截至2013年2月20日，IRS在其网站上已经公布
了接受现场验证护照的TAC名单。

点关于办理ITIN这项，里面说当天取回护照需要in person，如下
•All ITIN applicants, including children, must appear in person at the
time the Form W-7, Application for IRS Individual Taxpayer Identification
Number, is submitted to have their passport and/or national identification
