有个厂的汇报，是副总经理做的，说着说着，眼泪都要下来了，真难啊
这个几千人的厂，今年才刚刚实现盈利，盈利额还不到俺每个月交给国家的个人所得税
可是已经连着N多年亏损了，几千万几千万的亏啊

人都是有事业心的，你天天在工作中frustrated，集团公司那里，兄弟单位面前
根本抬不起头
他们的困境是国内某个行业建设突飞猛进之后的结果
80年代，他们是某产品国内唯一的生产商，人家给他们送礼来定购
比如国内需求是100，他们的产能是80，根本不care，反正大家抢
后来中央政策一鼓励这个需求，国内需求变成500了
他们产能只提升到100，国有企业反应慢的毛病，一下子拖了两三年没有跟上市场变化
立刻完蛋了，出现了一个竞争对手，国有控股，但是民营股份占到49%
机智灵活，甚至更会搞关系，搞市场，多少再有点点不正当竞争
更重要的是人家动作快，适应市场变化快，一下子把500里面的400抢走了
他们可苦了：
人家同一个型号，能一下子争取到10的订单，就可以降低成本
他们求爷爷告奶奶，只能争取到1，那你上设备，成本就摊不开
人家大批量，原材料就可以低价，甚至赊

I agree that managers are basically good people.
I know nothing about manufacturing or industry. However, I closely observed
one of the top hospitals in Taiwan, government owned. Everybody was
surprised that yearly profit (revenue minus costs) was little. But when
employees (including doctors) complained and wondered where all the money
went, what cost so much, they forgot to point the fingers to themselves. It
was not corruption. Doctors ordered so many tests that were not necessary

or politicians who know the governor to say a few good words before the
governor. So, all judges know somebody. However, they are supposed to be
neutral after they become judges. Judges take themselves out of cases where
they have a personal interest or they are friends or enemies of parties in a
lawsuit.

now that veterans got free treatment.
In US, veterans hospitals receive money from federal government. The
hospitals make no profit. However, it is different in Taiwan, where the KMT
government used to follow Socialist ideology, even while in China. In Taiwan
, at least, KMT government ran many enterprises, much like the British
governments before Prime Minister Margaret Thatcher stepped in in 1980s.

diagnosis or treatment. So they could not choose the best AND cheapest
methods. I was impressed when I first visted a hospital in US and got a bill
later on: each procedure was individaully priced. For about three decades,
teh insurance company, if a patient in US has one, has a lot to say about
what treatment a patient can or cannot receive. Sure, a patient may not be
happy if a treatment is TOO expensive and his insurance
