UIGEA其实和online poker没有关系，禁的是(在美国的)金融机构不能帮牌手转钱，打
牌赢钱本身并不犯法。

poker sites use many such middle processors to transfer funds, and that's
why last year FBI seized big funds from some processors.
some said UIGEA will be next to impossible to implement becasue it's so easy
to set up such a processor, and there're thousands of banks in the u.s.,
many of which don't have enough resources/capabilities to block all these
transactions. and some financial instituions like VISA/MC/West Union/etc.,
they're international (not u.s.
