不过为了offset这个cost, 保证premium不会提高， 巴马又提出了全民必须强制参保。

. Also, those sick people can go to emergency room to get treatment and do
not pay the bill. This bill reveals those hidden cost.
The purpose of any insurance is to pull the individual risk together and to
be shared by all. I do not know when I will be part of the sick. I may be
health in all my life and pay the insurance any way. It is not a waste.
There is a reason it is called insurance not investment.

This is better than the current trend, a double digital increase of premium
every year, year after year. You can google the cost containing measures in
the bill, such as insurance exchange, special court for medical malpractice,
40% tax on high premium plan (>40K). So we can contain cost and cover more
people, increasing overall health of this country.
