很简单,美国参议院100个议员(每州2个),众议院435个议员,哥伦比亚特区3票。
美国众议院为美国国会两院之一,另一院为参议院。美国每一州以人口为基准在众议院
中行使代表权,但各州至少有一名议员。院内议员总数经法律定额为435名。众议员一
任两年。众议院主席(the Speaker)直译为[众议院议长]。
宪法中唯一规定众议院人数的条款是,选民比例不可多于每三万人一名议员代表。依在
1911年通过的Public Law 62-5,众议院席次定额为435席。其数量曾在1959年短暂增为
437席,以反应新增的阿拉斯加与夏威夷两州,但于四年后恢复为435席。
有权选出多于一名众议员的州须分割选区,各区选出一名议员。选区重划于每次人口普
查之后进行,而在两次普查之间允许各州修订选区界线,每州都可自订其选区。有些州
由不具党派色彩者负责其程序,另有一些州由州议会来进行。最高法院与“Wesberry v

宪法第一条第二款设立三项成为国会代表的资格:须年满廿五岁,须为美国公民七年以
上、必须(于选举日前)为所代表州之居民。然而,并不要求议员须居住于其选区。

美国宪法
Article. I.
Section. 1.
All legislative Powers herein granted shall be vested in a Congress of the
United States, which shall consist of a Senate and House of Representatives.

The House of Representatives shall be composed of Members chosen every

Representatives and direct Taxes shall be apportioned among the several
States which may be included within this Union, according to their
respective Numbers, which shall be determined by adding to the whole Number
of free Persons, including those bound to Service for a Term of Years, and
excluding Indians not taxed, three fifths of all other Persons. The actual
Enumeration shall be made within three Years after the first Meeting of the
Congress of the United States, and within every subsequent Term of ten Years
, in such Manner as they shall by Law direct. The Number of Representatives
shall not exceed one for every thirty Thousand, but each State shall have at
Least one Representative; and until such enumeration shall be made, the
State of New Hampshire shall be entitled to chuse three, Massachusetts eight
