In Philadelphia, 44 percent of the teachers put their children in private
schools; in Cincinnati, 41 percent; Chicago, 39 percent; Rochester, N.Y., 38
percent. The same trends showed up in the San Francisco-Oakland area, where
34 percent of public school teachers chose private schools for their
children; 33 percent in New York City and New Jersey suburbs; and 29 percent
in Milwaukee and New Orleans.

这里面的逻辑是这样:Milwaukee的公立学校老师中30%的送小孩上私立,但是收入低于

school。

(2)为什么Milwaukee? 因为Wisconsin的州长scott walker以前就是从那儿出来的。
Washington Times的这篇文章的发表日期是04年9月,那时候walker是Milwaukee
County Executive。比给公立学校老师降工资更有效的办法,我有一个,所有从纳税人
拿工资的,从obama开始,到walker,再到下面city mayor,他们的小孩必须上公立,
否则必须离职。
(3)为什么要在最后暴露这片文章的根本目的,推动charter school?首先没有证据证
明charter school(目前的教育部长也在倡导这个)比传统的public shcool要好。其
次,这个研究机构Thomas B. Fordham Institute到底是什么组织?Its stated
mission is "to close America's vexing achievement gaps by raising standards,
strengthening accountability, and expanding education options for parents
and families." 请留意最后一项。

schools perform about the same or worse than public schools. The film does
note, however, that most charter schools do not outperform public schools
and focuses on those that do. It also states that only one in five charter
schools outperform public schools (close to the 17% statistic).

The Credo study has been criticised for not comparing the results of
children who have won charter-school lotteries with those who have not—a
natural experiment in which the only difference between winners and losers
should be the schooling they receive. Such studies suggest that charters are
better. For example, a lottery study in New York City found that by eighth
grade (around 13), charter-school pupils were 30 points ahead in maths.
However, recent work by Mathematica, an independent policy group, suggests
that the Credo study is sound. The bigger problem is that its findings have
been misinterpreted.
charter school performance is not so “mixed” if you look at the data on a
state-by-state basis, rather than across the country as a whole. States with
reading and maths gains that were significantly higher for charter-school
students than in traditional schools included Arkansas, Colorado (Denver),
Illinois (Chicago), Louisiana and Missouri.
