由甘迺迪学院前博士生芮契万(Jason Richwine)撰写的论文「智商与移民政策」(IQ
and Immigration Policy)，比较包括来自各国的移民等美国居民的智商，断定西语移
民的智商远低于美国白人。这篇论文认为美国应只接纳高智商移民。文中说：「现在的
移民平均起来不像本地白人那么聪明。这两个群体的智商差异，大得足以对经济和美国
社会造成实质负面影响。」
芮契万17日接受「环球报」访问，坚持他论文中的所有观点，并反驳哈佛学生的请愿行
动，宣称他们要求禁止这类研究的做法「令人担心和可耻」。他说：「我怀疑他们以后
还会要求禁止什么。这些学生想要规定哈佛大学只能准许哪些学术研究，这才是真正令
人担心的地方。」
甘迺迪学院院长艾尔伍德(David Ellwood)发表声明表示，所有博士论文都经过学者组
成的委员会审核，并敦促学者和批评者在仔细看过整篇论文后做理性讨论。当初接受这

a slightly higher IQ number. Southern chinese, Taiwanese, Tibetan and many

around the Heritage study, and several days later Richwine resigned from the
think tank.
