Updated Dec. 19, 2013 9:46 a.m. ET
WASHINGTON—The number of people filing for initial unemployment benefits
rose for the second consecutive week, a potentially concerning sign for a
labor market that had been strengthening.
Initial claims for jobless benefits, a measure of layoffs, increased by 10,
000 to a seasonally adjusted 379,000 in the week ended Dec. 14, the Labor
Department said Thursday. That is the highest level since March and well
above the 345,000 new claims economists surveyed by Dow Jones had forecast.
A Labor Department analyst said there were no special factors affecting the
latest numbers, but he cautioned that claims figures tend to be volatile
during the holiday season.
The number of claims for the prior week was revised up to 369,000. New
applications have jumped by 74,000 in the past two weeks after nearing a six
-year low at the end of November.
"In the span of just a few weeks, we have seen one of the lowest claims
readings of the year as well as some of the highest," J.P. Morgan Chase
economist Daniel Silver wrote in a note to clients. "We believe the
underlying trend in the data is probably somewhere in the middle."
Holidays and big swings in unadjusted data toward the end of the year can
complicate seasonal adjustments. Because of the seasonal factors, economists
caution against reading too much into November and December jobless claims.
The data may be particularly skewed this year because superstorm Sandy
caused claims to spike in November 2012, now influencing seasonal
adjustments. A late Thanksgiving also might be complicating the data.
"We won't get a clean read on the pace of layoffs until mid-January," Ian
Shepherdson, chief economist at Pantheon Macroeconomics, said in a note to
clients. The recent figures "offer no real clues about the state of the
labor market."
The four-week moving average of claims, which smooths out choppy weekly data
, rose by 13,250 to 343,500. That pace is consistent with a modestly
improving labor market. The average level of claims has remained below the
360,000 mark since February. The unemployment rate dropped to 7.0% in
November from 7.7% in February.
Other measures of the labor market have been positive recently. In November,
U.S. payrolls rose by a seasonally adjusted 203,000, the Labor Department
said earlier this month. The job growth came in higher-paying sectors such
as manufacturing and health care, in addition to retail and restaurant jobs,
which had been growing steadily.
The improving labor market allowed the Federal Reserve to move Wednesday to
start winding down its bond-buying program. The central bank reduced the
size of purchases by $10 billion per month, taking a small first step away
from a policy intended to boost economic growth.
Thursday's report showed the number of continuing unemployment benefit
claims—those drawn by workers for more than a week—rose by 94,000 to 2,884
,000 in the week ended Dec. 7. Those figures, which are reported on a week
delay, only count workers receiving benefits through regular state programs.
About 1.37 million people received special extended benefits under a federal
program put in place in 2008. They are slated to stop receiving
unemployment payments, which average $300 a week, when the program expires
on Dec. 28. The number of recipients in that program is down more than 700,
000 from a year earlier.

And the president and his family prepare for their 17 day, $4 million Hawaii
trip, where presumably he 'will not rest until everyone who wants a job,
has one'. (for the 22nd time) Mele Kalikimaka!
