您也许还天真地以为SCA-5不过只是对加州的公立大学生效，私立大学不受其限制。 这
你就错了。 美国所有的私立大学都间接地接受各级政府的资助，例如他们的许多研究
资金和一些特殊的grant是来自政府，政府可以加上种种附加条件，例如SCA-5，因为这
样做是合法的。 这也就是说，即便私立大学也必须执行SCA-5！ 事实上，有很多私立
大学的校董都是一帮民主党的liberals， 他们在这个方面比那些公立大学还要积极。
您也许还天真地以为这个SCA-5所带来的冲击不过就是高等教育方面，又错了！SCA-5所
波及的远不止教育行业。 亚裔在美国的打拼成功，早就被其他族裔所眼红，他们早就
想找借口把亚裔打压下去了。 这个SCA-5正好是一个突破口。 当这个突破口被打开后
，他们会进一步对亚裔，特别是我们华人施加各种限制，例如在高科技行业的就业限制
，在医疗行业的就业限制等。 不要以为我这个说法是天方夜谭， 美国的天方夜谭多了
去了。
在美国的各个族裔中，我们华人并不全是出类拔萃的，我们有我们的种种局限性。当政
客，吹牛皮，拉选票，我们搞不过白人黑人。 唱歌跳舞打篮球，我们玩不过黑人。 生
孩子，我们生不过墨裔人。 当财东，我们当不过犹太人。 要说街头暴力，我们亚裔从
来都是一帮loser，谁都打不过，更不敢上街进行任何暴力抗议了，我们太温顺了。 但
我们有一样东西是超过了其它各族裔的，这就是教育。 我们的老祖宗给我们遗传下来
了两件宝： 第一就是吃苦耐劳的本领，第二就是重视教育的好传统。 这两样东西，早
就印在我们的DNA里面了。 我们在美国的打拼成功，归根结底还是因为我们普遍有良好
的教育。我们从小就被父母教导要好好读书。 我们的父母宁愿自己受苦受累也要让我
们得到最好的教育，进入好大学。 我们的父母宁愿不去看电影，不去逛街，也要陪着
我们读书做功课。 我们来到美国的第一代可能是餐馆打工仔，可能是货车搬运工，但
我们的第二代几乎都进了大学，好大学。 这就是我们唯一的优势，这是我们唯一争得
过别的族裔的领域。
事实上，美国的各行各业对于我们亚裔从来都歧视的。 一份工作，如果是非裔或墨裔
来申请，也许社区学院的文凭就够格了。 换了白人来申请，大学文凭可能就够了。 要
是我们亚裔，特别是华裔来申请呢，那就要graduate degree了，而且还必须是好的大
学。 即便如此，我们亚裔还是在很多需要高等教育文凭的就业岗位中普遍胜出。 这是
因为我们具有绝对的教育优势。
SCA-5要做的事情，就是把我们亚裔，特别是华人的这个优势给拿掉，通过限制竞争的
恶劣手法拱手送给别的族裔。 SCA-5不是不让我们的孩子们上大学，而是不让我们的孩
子们上好的大学。 这样一来，当我们的孩子们毕业后去申请工作时，人家一看学位和
别的族裔的求职者一样，甚至还不如人家，在这个情况下他们会雇谁？ 当我们的孩子
们普遍找不到工作时，他们去做什么？ 去餐馆端盘子？ 去农场摘草莓？ 去仓库看大
门？ 这当然也不是什么不光彩的事情，但这是不公平的竞争的结果，你会接受吗？
不要告我说SCA-5的目的是保障各大学里各个族裔有均等的机会。你难道没看到NBA和
NFL里面黑人占80%吗？ 怎么没有哪个议员提议按照美国各族裔的比例重组NBA和NFL？
不要告我说SCA-5是纠正在高等教育方面有关资源的不合理分配问题。 是的，我知道在
加州的一些很好的公立大学里，亚裔学生的比例甚至高达40%。 这些大学都接受纳税人
的资助。 So what? 根据最新的美国政府的统计数据，联邦政府支出的社会福利，有39
.8%是发给黑人的。 黑人只占美国人口总数不到14%。 这也就是说，占人口不到14%的
黑人拿走了近40%的全国的福利开销。 按照SCA-5的逻辑，黑人就不可以拿这么多的社
会福利！ 怎么没有人提议限制黑人的福利？
所以，我认为，SCA-5是1882年的《排华法案》（Chinese Exclusion Act）的再版。
它背后的信息就是：中国人，滚回中国去! 亚洲人，滚回亚洲去！
我们来美国辛辛苦苦地打拼，图个什么？ 还不就是图孩子有个好的教育，为了孩子有
个较好的将来吗？ 现在有人要堵住这条路，我们该怎么办？
唯一的办法，就是让CA-5胎死腹中！ 我们必须尽一切力量，把这个混帐提案给否决掉
。现在情况已经十分危急了，民主党占压倒多数的加州议会不会轻易罢休的。 但我们
已经没有退路可走了。 这不光是加州华人面临的危机，而且也是全美所有州的华人所
面临的共同危机。 我不居住在加州，但如果本地有人组团去加州议会门口进行声势浩
大的抗议示威，我一定参加！
我们要和印度裔、越裔、韩裔联合在一起，共同扼杀这个带有明显种族歧视的法案！
从现在起，我们必须消除我们华人内部的隔阂和内耗，团结一致，一决死战，让CA-5作

从我做起, 从现在做起! 我们还来得及反对SCA5. 目前, 加州众议院的80席中, 有55席
民主党, 25席共和党. 对这个法案SCA5的支持是党派分票, 所以我们只需要保证 2个以
上民主党议员勇敢地站出来, 投票反对, 我们就可以让法案胎死腹中. 现在我们可以做
的是写信给代表我们选区的加州众议员, 去他们的网站给他们写.
Step 1: 下面网站里选Act Now有两个请愿投票, 有时间先去投票, 这样才能壮大声势.
这两个网站都需要注册, 但是Change.org和Whitehouse.gov是最常见的请愿网站, 将
来一定该还有用到的机会, 花点时间注册并不吃亏.

住在加州的朋友先寻找自己选区的州众议员

可能被影响的民主党州众议员列表, 这一份名单有被精心筛选过, 确定是机率比较高,
不会让大家浪费子弹, 集中火力攻击, 先写好篇文章, 这篇下面有很多范例, 不想写直
接找一篇贴上发给对方也没关系, 最重要是让对方了解有这么多人重视这个问题, 内容
其实不重要, 简单表达意思就够. 但最好是自己能添加一些自己的意见, 能够写一篇自
己的文章是最好, 反正能够发那么多遍, 多花点时间在这里也是值得. 然后将这封信用
Email再加上Facebook用Message发给下面列表所有的人, 我自己试过发一遍, 全部发完
应该不会超过15分钟.
其中中间这种https://lcmspubcontact.lc.ca.gov/地址的要发比较特别, 一定必须要
是填该选区地址, 才能写电子邮件给他们, 不然不会让你发, 所以如果不是自己选区或
是有可用地址的就不用了.
另外除了最简单的发电子邮件外, 也可以打电话, Fax传真, 登门拜访都可以视情况运
用联络.
