现在反水，很难用政治来衡量。反过来说，如果他现在保密，是否等于
考虑了政治因素，也不存在任何法律禁止公布调查进展，更何况comey

何解释7月

不要 *起訴* 的問題。聯邦調查局不是檢察署，只有調查權，沒有起訴權，請分清楚調
查與起訴的差別。 |

聯邦調查局案件的來源我不清楚（可能有主動立案、民眾報案、或者司法部交派吧），
但他們必須先調查案情，當他們認為有足夠證據可以成案時，交給 US Attorney，由後
者決定要不要提告 prosecute。如果提告，法院會組織一個大陪審團 grand jury，根
據證據是否充分，決定要不要逮捕嫌犯並且起訴 indict，起訴了以後被告才有答辯的
機會，然後判決、發監執行等等程序。
檢察官，也就是 US Attorney，是在
FBI 調查完畢後才接過案子的。

主樓的文件出於檢察總長 Attorney General 之手，他是所有聯邦檢察官 US Attorney
的老闆。那個 Bhrarar 什麼的，是紐約南區檢察長頭兒，應該是檢察總長的一級主管
吧？
