each congressional district, with two votes going to the statewide winner.
In every other state, the statewide winner takes all of a state’s electoral
votes.
Maine has never split its vote, with the statewide winner in every
presidential election also winning both congressional districts. But
Nebraska split its vote in 2008, with Barack Obama winning a congressional
district including Omaha and one electoral vote, and John McCain taking the
other congressional districts and the statewide vote to take the other four
electoral votes.
