除“Law and Order”以外，另一个川普总统津津乐道的词就是“非法移民犯罪”，有
时甚至连用作遮羞布的“非法”二字都省去，直接称为“移民犯罪”。堪萨斯印度裔被
杀事件之后，川普总统作了一个国会演说，开头了用一句话谴责了杀人者，后面却用了
大量的时间，讲起来与他所谴责的这起杀人案毫不相干的另一个话题：“移民犯罪”。
在这段演讲中，川普总统说他下令建立了一个简称“VOICE”的办公室，全名是“
Victims of Immigration Crime Engagement”。注意，这里说的可是“Immigration
Crime”,前面可没有加“非法（Illegal）”。川普总统还邀请了多名所谓“移民犯罪
”的受害者来到国会现场，请他们起立，指着他们，告诉电视机前的全国人民：看哪，
这些可怜的人们，来自墨西哥的非法移民杀死了他们的亲人。
我们当然赞赏川普总统对堪萨斯的这起“川粉犯罪”的谴责，哪怕只有突兀的一句话。
但是，他显然不会拿出他对“移民犯罪”的执着来一视同仁地对待一切犯罪，包括白人
至上主义者的犯罪。他当然也没有勇气把今年初发生的一起枪杀案的华人受害者家属请
到国会，指着他们告诉世人：看哪，这位华人青年失去了父亲，这位华人老妪失去了丈
夫，杀死他们亲人的是一名白人、是一名川普支持者。
2005年，深圳警方因为挂出了“坚决打击河南籍犯罪团伙”的宣传标语，遭到大量网民
的声讨，因为人们都知道，任何一个群体里的犯罪分子都不应该被用来代表整个群体，
这个群体可以是“河南人”，也可以是“穆斯林”或“移民”。然而讽刺的是，这个连
某“专制独裁”国家的民众都懂得的道理，很多生活在民主自由的美国的华人却不懂得
，依然为川普总统的“移民犯罪”噱头叫好。更为讽刺的是，作为第一代移民，川普总
统讲“移民犯罪”时，他们没有被冒犯，但别人讲“川粉犯罪”时，他们却被冒犯了。 |

The Victims of Immigration Crime Engagement (VOICE) Office was established
within the United States Department of Homeland Security under the President
Trump administration in February 2017.[1][2] President Trump directed it be
established by Executive Order 13768.[3]
The office acts as a liaison between U.S. Immigration and Customs
Enforcement and the known victims of crimes committed by aliens. The liaison
will facilitate engagement with the victims and their families to ensure
they are provided information about the offender, including the offender's
immigration and custody status, and that their questions and concerns
regarding immigration enforcement efforts are addressed.[2]
The VOICE office will issue quarterly reports to highlight crimes by foreign
nationals in the United States.[4]
There is no empirical evidence that undocumented immigrants commit crimes at
a higher rate than the native born. However, the proposal has gained
popularity among a number of anti-immigration activists.
