requirement is asking at least 300DPI. I recommend 600DPI or higher. And
then your photo size will be much bigger which may not satisfy the
requirement. However, Use

which has a VISAPHOTOCROPPER software(free) to process an electronic one. It
's very easy to use and it's free.
Actually, you can do it without going to Walgreen or CVS. Do it at home, it
will definitely work. I did mine. It passed th

The photo is 2x2, and I scanned with DPI=600, and then I shrink it to 950px
X 950px using PS, and saved to .jpeg. But seems the system doesn't like the
phone....
Do you have any idea, or maybe I need to change to another scanner...

要求不光是尺寸。还有：
Color--- Must be in color (24 bits per pixel ) in sRGB color space (common
output of most digital cameras).
File Format ---
Must be in the Joint Photographic Experts Group ( JPEG ) file interchange
format (JFIF).
File Size ---
Must be less than or equal to 240 kilobytes.
Compression ---
The image may need to be compressed in order for it to be under the maximum
