VA have the lowest sales tax among DC, MD and VA area, and some rich people that are willing to spend hundreds or thousands of $ actually care about the deal.(1% is a big deal when you buy a big ticket item)

I do believe there is a Neiman Marcus store in DC (wisconsin and western in
friendship heights) too, but I have never went inside.
But if you know exactly what you want, you can just order online, maybe even
a little cheaper.
