The one issued in US (AAA) have translation into 10 languages.

约的各个签字国的政府机构或其授权机构为其本国驾照的持有人签发的一份证明。唯一
有权为中国驾照持有人签发国际驾照的机构是中国政府有关部门或其授权的机构，但是
中国政府没有加入联合国道路交通公约。其他国家为你出具的国际驾照没有效力。
so back to my original question，B2签证可以申请VA的驾照吗？
