In this article, the author unfairly isolated Chinese students for taking
resources from K-State. First, Chinese student paid the international
student tuition rate and the university absolutely doesn't subsidize. Second
, for some graduate level student, they either pay international student
tuition or they get stipend to cover the tuition from Research Assistant or
Teach Assistant.
The author of this article is ignorant and somewhat racist. I am very
surprised and disappointed that this type of article could even get
published at K-State.
One thing is for sure, we would not give any donation to k-State if the
university doesn't take action against this article and its author.

这人难道没听说过“州内学费”和“州外学费”之分吗？连这个都没听说过，
就敢上来喷，一看就是那种半瓶子醋的本科生。按他的计算，每个学生分得
的政府资助是$7000，然后就得出5个“敌对国家”的留学生一共拿了政府
7百万刀的资助。他不知道中国人付的州外学费比他付的州内学费多远远不止
7000刀吗？KSU以及所有的美国公立大学都是用从州外学费赚来的钱来弥补
这几年政府资助减少的缺额。拜托哪位KSU的兄弟跟你们学校的学生扫扫盲
吧，这比单纯抗议什么歧视之类的有效的多。抓住一个明显的弱点，这一点
被攻穿了，整个文章的可信度就没了。

that number, 972 students were from Afghanistan, China, Iran, Iraq or Turkey

In the fall of 2011, there were 23,863 students enrolled at K-State. Divide

just over $7,000 in government funding is being spent to educate an
individual student on campus.
Multiply that by 972, and that equals out to $6.9 million. That means nearly
$7 million in government funding is spent to educate international students
from nations that are not friendly with the U.S.

State.
I also emailed my message to the editor. Chinese should unite so that
we are not easy to be picked on.
To the Editor:
I read with outrage an opinion piece in Friday's Collegian by Sean Frye: "
Public universities should not accept students from countries that have bad
relations with the US." The main target of the article is the 938 Chinese
students at K-State, which accounts for 96 percent of the students that
article claims should not have been admitted to K-State, although the
article also includes countries of Afghanistan, Iran, Iraq and Turkey as
collateral. Being the faculty adviser to the Chinese Students and Scholars
Union (formerly Chinese Students and Scholars Association and Chinese
Student Support Council) at K-State and being a Chinese faculty member who
had been a student in the U.S., to say that I am outraged is an
understatement.
One of Sean's arguments is that, since China is under communist rule, and
according to some predictions that China will become a superpower soon, the
Chinese people will "undoubtedly become the enemies of the U.S." Although it
is merely an opinion piece, the fact that such an opinion can be published
in Collegian paints an ugly picture of bigotry and hatred toward the Chinese
community at K-State. On behalf of the Chinese students and Chinese faculty
members at K-State, I would like to express our greatest disappointment for
allowing such an opinion piece to be published in Collegian.
Aside from showing his complete lack of understanding of international
affairs (despite being a student in journalism and mass communications),
Sean also shows his critical lack of understanding of matters concerning
himself: the tuition and subsidies. He claims that the state of Kansas
subsidizes each international student more than $7,000 per year. The fact is
exactly the opposite. International students pay a tuition rate that is
about three times of that for American students. The true figure is that an
average full-time non-resident student is paying roughly $11,500 more in
tuition per year than a resident student. This fact might help Sean
understand why there is a sudden influx of Chinese students in the time of
great financial difficulties in the states across the U.S. In addition, they
also made significant contributions to our local economy. I believe it
would be more appropriate for the responsible authorities at K-State to come
to Collegian to clarify this fact. I certainly hope that this would happen.
We live in an era of globalization and diversity. We should not work to
split the difference among us, to project bigotry and hatred among us, to
bring back the cold-war mentality to the campus and to narrow our world
views. We should work together to build a more inclusive community and an
enchanting learning environment so that we can prepare our students to
embrace a globalized and peaceful world of tomorrow.

我那时候英语不咋的，但立刻发了篇rebuttal，然后也被登上校报了。。骂得他狗血淋
头。。把选择刊登的主也给骂了一顿。
虽然说言论自由，但我觉得这个绝对过了底线。所以帮忙发稿的人肯定有着种族歧视的
人才允许这些文章发表。

The Kansas State Collegian is the daily newspaper at Kansas State University
in Manhattan, Kansas. Its content is reported, edited, and produced
entirely by students, and students make up the advertising sales staff.
It is the ninth-largest daily newspaper in Kansas and is published Monday
through Friday when classes are in session during the academic year, and
weekly over the summer.
The Collegian is owned by Student Publications Incorporated, a non-profit
business that also publishes the Royal Purple yearbook and the KSU Campus
Phone Book. Incorporated in 1946, Student Publications is overseen by a
board of directors, half of whom are students who are elected by their
fellow students. Business operations are managed by a professional staff.
Most of the corporation's income comes from the sale of advertisements. The
rest comes from student activity fees, and the sale of yearbooks, phone
books and mail subscriptions to the Collegian. Student Publications receives
no funding from Kansas State University or the State of Kansas; it
contributes more than $2000 a year to the state in sales tax collected on
its products.

所以从种族角度上讲这种恐惧显然是存在的。

“助学”美穷学生
本报讯 这是华盛顿大学的一道新“数学题”：该校18%的大学一年级新生来自美国之外
，其中大部分来自中国。这些海外新生每人每年交2.81万美元的学费，大约是华盛顿州
学生学费的3倍。正是这些海外留学生的学费，支撑起华盛顿州来自低收入家庭的学生
的学费超过四分之一的新生获得免交学费的待遇。
过去3年，华盛顿大学从州政府获得的开支被削减超过一半。为此，学校决定减少本地
招生名额，与此同时扩招海外留学生。
外国留学生比例剧增
2006年，海外留学生占华盛顿大学入学新生比例只有2%。如今，这个比例已经增加到18
%。同样，在美国很多州，包括伊利诺斯州、印第安纳州、爱荷华州，以及加州大学伯
克利分校和洛杉矶分校，今年都有至少10%的大学一年级新生是海外留学生，比5年前翻
一倍有多。
以中国为例，在美国大学攻读学士学位的中国留学生，从5年前的约1万人剧增到现在的

华盛顿大学的校长麦克·杨表示，他完全不介意现在来自其他国家的学生比来自美国其
他州的学生都多。
他说：“招收一个来自加州的学生，比起招收一个来自中国的有什么特别的优势吗？你
必须说服我。因为，现在的世界已经不像过去那样划分。”
现象
美国高校注重“吸金”
留学生学费一直在涨
在美国，大多数经费紧张的公立大学都积极扩招留学生，向他们收取高昂学费。通常，
海外留学生比当地学生支付的学费要高出很多。
以排名靠前的密歇根州大学为例，一位来自中国的大学一年级新生每年学费近3.8万美
元，而同班来自密歇根州的学生只需交1.3万美元。加上书本、交通、住宿和食杂费，
预计中国学生每年的花费超过5万美元。
统计数据显示，每年海外留学生为美国经济带来约210亿美元的收入。部分大学在学费
的基础上，还对海外留学生增收额外费用。普渡大学的留学生今年要多交1000美元，明
年这个数字还要翻倍。而参加伊利诺斯州大学Urbana项目的留学生，今年要额外支付
2500美元。
“我们处在一股像淘金热似的浪潮中。美国各所大学和学院，就像19世纪初的淘金者，
意识到金矿就在那里，纷纷积极向前开拓。”美国全国高校招生顾问协会公共政策处负
责人大卫·霍金斯说。
海外留学生的增加，令美国高校的观念和校园文化正在发生改变。在华盛顿州大学，迎
新活动里特别增加了帮助留学生了解学校设施和规则的环节，教学中也出现相应的调整
，以更好地“服务”于具有“钱途”的广大海外留学生。
过去，很多公立大学主要资金来自地方政府拨款。如今，它们更多地依赖学费学费收入
占预算一半以上。对此，很多地方议员和纳税人依然认为，州立大学是属于本地居民的
，应该先照顾本州学生，然后是外州学生，最后才是外国留学生。
面对扩招海外留学生的猛烈势头，很多地方议员的心随着高校变得国际化，越来越多本
来属于本地学生的学位被外国留学生占据。
美国中国留学生
知多少？
来自美国的相关数据显示，2010~2011学年，在美国的中国大陆本科生为5.7万人，比上
年增加43%，研究生为7.68万人，比上年增加近16%。
2011年7月美国政府的数据显示，2010年中国大陆的赴美留学生数量高达12.7万人，首
次超过印度，成为美国接收海外留学生的最大来源地。
目前，来自中国的留学生在美国大学在册留学生总数中所占的比例高达18.5%。也就是
说，几乎每5名在校留学生中，就有1名来自中国。

如果要认真，这不是言论自由的问题，而是歧视和骚扰的问题。
原文建立了一个中国人感觉不友好的学习和工作环境。
根据任何有关歧视和骚扰的规定，判定歧视和骚扰可以说板上钉钉。
只要本校有学生投诉，我有100%的把握作者会被定罪。
一般学校的校规这种情况不是开除就是退学。
但是得饶人处且饶人吧，如果作者被处理得太严重，其他人会有反弹。

Dear President Shultz,
I am writing in response to the hate article written by Sean Frye staff
writer entitled "Public universities should not accept students from
countries that have bad relations with US" (Feb 24, 2012). In this article,
the author essentially singled out Chinese students as the potential enemies
of the US and should not be welcomed to study in the US. To say the least,
I am shocked and offended that such a news piece will have emerged in a
leading public university like KSU. It is truly a shame that Mr. Sean Frye
will publicly endorse hate sentiments against a certain ethnic group in the
US. Didn't it sound like the Chinese Exclusion Act long long time ago? What
is next? Would the author advocate that the US become a Hilter's Aryan
Nation where only those "look alike" are allowed to reside? Is this the
message the campus newspaper tries to convey to the public?
The author is correct in one point though, public universities should
educate people for the public goods. By integrating the university with the
world through international exchange, we can make the world a better place
for everyone. My guess is that this does not include the author. Actually by
Sean Frye's same logic, KSU should not educate people like him because
these people are a threat to humanity and humiliation to the rest of us who
believe in decency and respect.
Therefore, I demand that Mr. Sean Frye be fired from the newspaper and issue
a public and sincere apology. Also I demand that the Editor-in-Chief of the
newspaper be replaced by someone with integrity so that this kind of hate
speech will not appear again on the paper. |

In this article, the author unfairly isolated Chinese students among other
international students for taking resources from K-State. First, to be clear
international student paid the international student tuition rate and the
university absolutely doesn't subsidize. Second, it is against the law to
publicly discriminate anyone based on where they are from.
The author of this article is ignorant and somewhat racist. I am very
surprised and disappointed that this type of article could even get
published at K-State.
The school allowed this outrageous article published and drew unfair and
hateful attention to international especially Chinese students. This is
clearly against law!
I am urging the Higher Ed Commission take the right action against the
school and this article author. This is only way to prevent this from
happening again.

I am sure you have got the idea how a bad written news article can
make people including yourself suffer. I am a Chinese who have been
here in the US for almost 14 years. I do not like the opinions that
you posted in your article (you know which article I am talking
about). However, this message is not about your opinions - though I
do not like them, I respect your rights to put them out there. This
message is about the facts that you drew your conclusions on,
specifically the tuition and fees that you mentioned in your article.
By reading your follow-up article, I know you now realize that you
have used the incorrect numbers. But it is too late. Your first
article is already out there misleading people. You need to get your
basic facts straight before open your mouth to the public.
In your first article, you obviously had no clue about what "out-of-
state tuition" means. But that piece of information is the common
knowledge that every one of the 972 international students would know.
Your article shows that you have done a very sloppy job in research.
Being a journalist means you need to not only have your own opinion,
but also spend some real hardcore hours digging the facts out. If your
facts are wrong, all of your so-called opinions go right to the
garbage can.
I hope this incident becomes a wake-up call to you. Keep your mouth
shut before getting your hands dirty. Wish you best of luck in your

I never intended to offend anybody with my opinion or my writing, and I
regret that I did. I have met with Obair Siddiqui, the president of the
International Coordinating Council, and Nate Spriggs, the student body
president, in order to find ways to rebuild my relationship with the
international community here on campus.
I would like to clarify some of the points I made in my column that was
published on Friday, Feb. 24. First off, I have never held any sort of ill
will toward any student on campus solely because of their race, color,
religion, sexuality, nationality or any other classification.
In my column, the arguments I made were extremely unclear, and that is due
to the sloppiness of my writing. Particularly, I wish I had not used the
word "enemy." I recognize it is wrong to associate foreign governments
directly with their citizens, including those here on campus.
The goal of my column was to be a political commentary on how I disagreed
with some nations' governments for various reasons and how tax dollars are
spent. However, after seeing the response on campus and rereading my column,
I realize the language I used in the article insinuated that I believed
that the students themselves were enemies. I adamantly do not believe that
and I apologize for the words in my column that implied that.
Secondly, the financial numbers I used were also inaccurate and deceiving to
the reader. After further research, including information from Marcelo
Sabatés in his letter, I realize that international students pay upwards of
2 1/2 more times in tuition than in-state students here at K-State. Sabaté
s also said to my adviser that if all the international students left
tomorrow, due to the financial impact they have on campus, the school would
be in significant trouble.
I am a firm believer in globalization and internationalization of
universities. My resident adviser at Haymaker Hall last year was a Chinese
student, who did a fantastic job by playing an integral role in helping me
adjust to the real world. And she is just one example of how international
students on this campus play important roles in making K-State such a
wonderful place.

Hi dude, your recent article is funny, but stupid. You just pissed of every
international student. Congratulations!
First, if you want to make friends, you will have friends; if you want to
make enemies, you will have enemies.
Second, international students pay out of the state tuition, hence they don'
t receive subside from the Kansas state. Rather, their tuition contributes a
large chunk of the college revenue.
Without international students, Kansas state will need to spend even more
money on KSU.

Follow-up to column on foreign students

I never intended to offend anybody with my opinion or my writing, and I
regret that I did. I have met with Obair Siddiqui, the president of the
International Coordinating Council, and Nate Spriggs, the student body
president, in order to find ways to rebuild my relationship with the
international community here on campus.
I would like to clarify some of the points I made in my column that was
published on Friday, Feb. 24. First off, I have never held any sort of ill
will toward any student on campus solely because of their race, color,
religion, sexuality, nationality or any other classification.
In my column, the arguments I made were extremely unclear, and that is due
to the sloppiness of my writing. Particularly, I wish I had not used the
word "enemy." I recognize it is wrong to associate foreign governments
directly with their citizens, including those here on campus.
The goal of my column was to be a political commentary on how I disagreed
with some nations' governments for various reasons and how tax dollars are
spent. However, after seeing the response on campus and rereading my column,
I realize the language I used in the article insinuated that I believed
that the students themselves were enemies. I adamantly do not believe that
and I apologize for the words in my column that implied that.
Secondly, the financial numbers I used were also inaccurate and deceiving to
the reader. After further research, including information from Marcelo
Sabatés in his letter, I realize that international students pay upwards of
2 1/2 more times in tuition than in-state students here at K-State. Sabaté
s also said to my adviser that if all the international students left
tomorrow, due to the financial impact they have on campus, the school would
be in significant trouble.
I am a firm believer in globalization and internationalization of
universities. My resident adviser at Haymaker Hall last year was a Chinese
student, who did a fantastic job by playing an integral role in helping me
adjust to the real world. And she is just one example of how international
students on this campus play important roles in making K-State such a
wonderful place.

We the Chinese students and scholars at Kansas State University are shocked,
saddened, disappointed and feel hurt by the publication of the article, "
Public universities should not accept students firm the countries that have
bad relations with US", by Sean Frye in Collegian last Friday.
We are shocked because we have been collectively labeled by Sean Frye as “
enemies” of the US simply because we come from China.
We are saddened because the grossly wrong accusation by Sean Frye was
completely baseless when international students are paying out-of-state
tuition for pursuing their degrees at K-State. Obviously, neither Sean Frye
nor Collegian editors did bothered to check the facts.
We are disappointed because we regard K-State as a great international
community but unfortunately, alarming statements from Sean Frye seemed to
depict a different picture.
We feel hurt because we believe the US is a country of fairness and justice,
but such a defamatory and discriminatory opinion was published in the
campus newspaper under the disguise of freedom of speech.
K-State's Principles of Community are endorsed by the President, the Provost
, and all university governance bodies including the Student Governing
Association, the Graduate Student Council, the Graduate Council, the Faculty
Senate, and the Classified Senate. The first principle states that "we
affirm the inherent dignity and value of every person and strive to maintain
an atmosphere of justice based on respect for each other." The publication
of this article is a blatant violation of this very fundamental principle.
With the publication of Sean Frye's apology in Today's Collegian, we would
like to request:
-The Board of Directors of Student Publications Inc., the owner of Collegian
, should conduct an independent investigation on this article's publication
process.
-Collegian should apologize to the entire K-State community in the form of
an editorial.
We believe that all international students, including those from Afghanistan
, Iran, Iraq, Turkey, and many other countries, bring goodwill, diversity,
different cultures and customs to K-State and Manhattan. We bring a window
to the world to the campus. As an international student organization, CSSU
has always strived to work hard to promote cultural exchange and the
friendship between domestic and international students. Despite what
happened, we pledge to continue to work hard toward this goal. We are all
WILDCATS, not “enemies”!

last Friday were unacceptable and adverse to the K-State family way. I am
disheartened to see my fellow students targeted and unfairly

The article lies and spreads hatred/bias toward Chinese students which made
me and my family very uncomfortable.
I have been in US for years. My nephew also recently enrolled in Kansas
state college as an international student. When he visited the US.
educational exhibition in China, he had the impression that Kansas
University is warm, welcoming, open-minded and that is the reason he chose
Kansas University.
First, the article published gave people the wrong information that these
international students steal or take advantage of US educational system.
International students did not steal any educational resource from US tax
payer, as stated in the article. They pays much more than 7,000/year for his
tuition. They pays for their education. How come this false information can
be published and it is really an insult to international students.
Second, as you know, foreign born americans contribute significantly in so
many fields. As a member of them, I am proud to say I work hard, I try to do
my best to contribute to this country, I pay tax..... That is how most
americans become american, right? We all imigrate from other countries,
either 200 years ago or 20 years ago, and we all believe in hard working is
the way to achieve happiness, right? Just because the person was born in
China, the person should not be accepted to Kansas state because China is a
potential enemy of US? It did not make any sense to me, again it is
insulting all the hard working chinese americans that are pursuing their
american dream.
Third, I believe in the freedom of speech. But I am against spreading false
information and biased hatred. It is NOT right to again/treat people
differently based on their origin. It is not aceptable to publish this
article with false information and biased hatred on Kansas State Collegian
which should have certain standard of their published articles.
Please let me know if you are going to address this appropriately.

These days, I sadly read an article on "Kansas State Collegian" containing
some hate speech content like,
university should not educate students who could, in the near future, become

I was shocked when I read this piece of article and cannot imagine how could
this happen at 21st century. I respect the freedom of speech very much,
which is also one of the reasons why I'm here in United States, and
encourage different opinions on how we should form our education. However, I
don't think from any aspect this enemy thing is appropriate. No matter how
the geopolitics goes, no matter how U.S. government execute its foreign
policy, I don't think racist would help U.S.
College should be the place its students get well educated and know what's
the right thing to do. Today with Barack Obama as U.S. president, I don't
see any reason that a college should allow racist speech, hate speech like
this being promoted and published.
I strongly oppose the opinion the above article holds, and also feel lame
for the editors of "Kansas State Collegian" publishing it.

Sadly, the word enemy is used so often in American political thought,
particularly when prominent politicians use it to describe President
Obama, that it has become a part of our ordinary discourse.
As you point out, the word is best used to describe a government, not a
people. Sean names no country nor any nation's citizens in his
descriptions of potential U.S. enemies, only a "communist regime" and
students of any country who may become an enemy. |

介那一套搬到美国来了。

作者知道有多少美国主流报刊一直在痛骂伊拉克战争是对伊拉克人的屠杀么？随便给两
个最近的。

我不知道什么叫做“站在第三世界”？直接骂这是一场大屠杀的算不算“站在第三世界

。所以只能从学校高层开始沟通，让校方知道这是 K-State的耻辱，是倒退。
取平等的人们很可爱。正是因为有那么多海外国人”多一事不是少一事“的心态，才会
有人敢骑上来欺负你。如果你因为自己身处非主流而放弃所能争取的尊严和平等的话，
不久之后你退多少步也没有海阔天空只有穷途末路。
争也有合作。如果有人出来煽动反华情绪，最直接的受害者就是海外国人。到时候就算
美国宪法放在那里，就算你有公民有绿卡，你的肤色口音还是最醒目的目标。之前印尼
排华的事情不了解可以去googel。这次排华报道下来，我们看到K-State华人是分为3类
人，1是广大学生坚决抗议；2是少数学生以及部分不是学生身份的人持观望和中立的态
度；3也有持息事宁人的。这里再次呼吁大家要团结一致，对不平等的声音要敏感，要
友善的宣传华人的友好争取不明真相美国人的理解和: 支持。

进行最后表决。若议案通过，学校各个层次会对中国学生有很积极的回应，并且会支持
