We are pleased to inform you that your application to pursue the Ph.D. degree
September 2000 has been approved by our Department. Your application has been
forwarded with our recommendation to the Rackham School of Graduate Studies.

In that letter, they didn't mention financial support at all.
And in there application material, they claim that it is the policy
not to offer RA/TA to entering int'l students for the first year.
So, is it purely an admission? Or should I contact professors? heihei
