this is how I would do it:
go socialize with people, chat about their life and their work. make them
like you!
then naturally you can say: i am really interested in your company. can I
have your name card? I would like to follow up with you later. if they don't
have a name card with them, write down their name and find them on linkedin
later.
then in the next few days, schedule a "coffee chat" with them near their
company, during which you can focus on work: their company, your background
and potential opportunities.
when it is done properly, resume is not that important...
