That just proves you are a fucking idiot.
One key reason people rushed into housing market was because the idiotic
government created 4 trillion inflation. People would lose money if they
saved it in bank so they were forced into the real estate market to hold
onto sth that could keep their purchasing power.
There are too many idiots like you in this government that they first
drove people into a bubble and then wanna charge them a fee for being in
this bubble that you guys created in the first

yourself". I thought you knew something about economy, it turns out u are
just a fucking idiot. Making more bubbles can never save the bubbles but
only make things worse. It is just a pity u are totally lack any of the
common sense of the economy. I can conclude the learning experience of yours
abroad is totally a waste of time. U should not come back to China with
this kind of training. It is a shame.

Yeah let's talk about bubbles: Who created this housing bubble in China?
It's Wen Jiabao's 4 trillion stimulus inflation that did. You wanna cure
the bubble? Well then just raise interest and pull that lunatic stimulus
away to starve the bubble to death.
Instead of addressing the root cause (4 trillion inflation), you propose
some absolutely gay-stupid 闲置费, which just shows how utter clueless
you are when it comes to economy policies.
