preliminary proposals. In that case, the formal proposal is called 'full
proposal'. However, all programs on the website show deadline as 'full
proposal due on ...'. So, if the webpage of a program does not indicate it
as a solicitation type but uses the term 'full proposal', it just means no
preliminary proposal needed. Is my understanding right? | b***s
